Village of Palmyra
REGULAR VILLAGE BOARD MEETING
Monday June 3, 2024
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order at 6:00 p.m. by Weiss. Roll call: Gorsegner, Kinjerski, Petruska,
Smith, Troiola, Weiss-present. Ball-absent. Also present was Brian Roemer and Casey Griffiths from
Ehlers.
Pledge of Allegiance
Communications: Weiss said she went to the Broad Band meeting in Waterloo regarding people
getting service and competitive costs. Next it will be taken up at county level. Ryan Jonas from the
School talked to her about the Village and the School becoming our own provider. Weiss went to
the Ad hoc committee for the lake which met for an organization meeting. Tammy Smith will be
taking minutes/agendas. Party in The Park was successful. June 10 will be brush chipping.
Mondays will start having Makers Market and Music on Main will start this Friday. E-waste
recycling will open to Village residence only on June 8 and Wilson home virtual display at the
museum will be happening along with pie & ice cream social. Fly in at the airport for Father’s Day
along with a craft show from 7-noon. Library has their kickoff for the summer reading program and
cake will be served added Petruska.
Monthly Reports: Public Work - Halbrucker said he sent out last week over 40 letters for grass cutting
and 53 letters for trees, brush and branches blocking sidewalks. Main, ,4th, Taft, 5th street, sidewalk need
to be done. Plus, possibly by the hardware store. New paint has been done for lines. Calkins Road may
be closed this weekend to clean up trees, according to Bob Wilson. Possibly next weekend too.
1. Consent Agenda:
A. Motion was made by Troiola, second by Smith to approve the minutes from the May 20, 2024
Committee of the Whole meeting. All ayes-motion carried.
2. Building Permits: May report in the Board packets.
3. New Business:
A. Set a date for Department Heads reviews. Weiss said to make sure the Board checks their email
more often so when Laurie is trying to schedule a meeting or has communication, it happens in a
timely manner. The Board reached a consensus to review the Department Head on Monday June 24
starting at 6:00 p.m.
B. Troiola/Gorsegner motion to approve the payments of bills totaling $61,382.84 on the bill list with
extras presented tonight to Northern Lakes, Soccer and Baseball Refs, Stephanie Butler for mileage,
Palmyra True Value, P.O. Box rental, We Energies bills, Bear Graphics, Dee Dee Morateck, Wraps
Ship Crazy and J&J Trophies. Roll call vote: Gorsegner, Kinjerski, Petruska, Smith, Troiola,
Weise-aye. Motion carried.
C. Petruska/Troiola motion to go into Closed Session with staff, pursuant to §19.85(1)(e),
Deliberating or negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining reasons require a
closed session. Specifically, the Village owned lands on Hwy H,
parcel 171-0516-2722-005, 171-0516-2814-000, 171-0516-2811-000, 171-0516-2722-000 owned
by the Village at 6:15 p.m. with Casey Griffiths and Brian Roemer from Ehlers and Joe DeYoung
on the phone.
D. Motion by Troiola/Smith to convene into open session at 7:12 p.m. for further discussion related to
matters discussed in closed session. Roll call vote: Gorsegner, Kinjerski, Petruska, Smith,
Troiola, Weiss-aye. Motion carried. No further discussion was made.
Motion by Troiola/Gorsegner to adjourn at 7:13 p.m. All ayes-motion carried.

Monthly Reports: Public Works, Public Safety, Recreation Dept., Library, and Clerk/Treasurer
(These reports are from Staff to Board members. No item in the reports shall be discussed or acted on
by Board members unless it is specifically noted on the agenda that discussion may occur and/or action
may be taken on that item. If the Board wishes to discuss an item in the reports, the Board will direct that
item to be placed on the next Board agenda.)
Public Forum: Citizen’s statements should be limited to three (3) minutes per subject. Although the
public may speak on any item that is not included on this agenda as a ‘Public Hearing or Forum’, the
Board may not respond or discuss the issue brought forward at this time. In accordance with open
meeting laws, the council must notice an item on the agenda to allow discussion on that matter. Your
comments will be considered and may be placed on a future agenda for further discussion.
1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There
will be no separate discussion of these items unless a Board member requests, in which event the item
will be removed from the Consent agenda and be considered on the regular agenda.
