Minutes of the Papillion Public Library Board of Advisors Monday, October 25, 2021 The Board of Advisors of Papillion Public Library met in an open and public session at Sump Memorial Library on October 25, 2021, at 4:30 pm A. Call to order: The meeting was called to order by Library Board Secretary Doug Rodgers at 4:30 pm. 1. Roll call: Present were Board Members Erin Jones, Peggy Montgomery and Doug Rodgers. Also present were Library Director Matt Kovar, Assistant Library Director Lacey Partlow, Youth Services Manager Kelly Warehime, Technical Services Librarian Shelby Janke, Friends of the Library President Marge Caron, and Library Secretary Pat Houser. Absent: Steve Kryger and Melissa Panko. 2. Affidavit of Publication in the Sarpy County Guide & News: Notice of the meeting was given to the Sarpy County Guide & News, the designated method of giving notice. 3. Public announcement that a current copy of the Open Meetings Act is posted in the meeting room. B. Meeting Approval Items 1. Approval of Agenda: Motion to approve the agenda: Montgomery; Second: Jones. Roll Vote: Jones: yes, Kryger: absent, Montgomery: yes, Panko: absent, Rodgers: yes. Motion carried. 2. Approval of the Minutes of the August 23, 2021 Board Meeting: Motion: Jones; Second: Montgomery. Roll Vote: Jones: yes, Kryger: absent, Montgomery: yes, Panko: absent, Rodgers: yes. Motion carried. C. Library Director’s Report 1. Correspondence and Communications: None. 2. Financial Report: The financial report effective September 30, 2021 was distributed for review. Matt Kovar provided details of the ending numbers for the FY2020-2021 budget. 3. Library Board Report: Shelby Janke was introduced as the newly hired Technical Services Librarian and she provided the board members with a brief history of her experience. This week’s programming includes Harry Potter themed events related to the 2021 US Quidditch Midwest Regional Championship being held at Papillion Landing October 30- 31. These include: In the Kitchen, Harry Potter Style; Escape Room; Make Your Own Wand; and the Fandom Club. On Friday, October 29, Sump will have a special storytime followed by trick-or-treating throughout the Library and at local downtown businesses. November’s events include Winter Wonderland on the Saturday following Thanksgiving. The Library will have several storytimes, and coloring pages will be available. Sump is closed for Veteran’s Day, November 11; the Digital Library is open from 11:00 am-7:00 pm. Both Sump and the Digital Library will be closed for Thanksgiving and the Friday following. Multiple staff members attended the Nebraska Library Association Annual Conference on October 13-14. Approximately 15 Nebraska librarians attended a tour of the Digital Library on October 13. Many in attendance provided positive feedback. Staff will be attending the 2021 Nebraska Makerspace Conference on November 2-3 in Lincoln; three staff members will be involved in panel discussions. The Library continues to receive positive feedback about the new Play-and-Learn Center. Lacey worked with the Henry Doorly Zoo to provide free seasonal passes to the Library. The Library has access to 50 passes every two months, except during June-September. These are available to full members and allow entry for two adults and up to six children. The publishing industry continues to face delays and shortages which has led to longer wait times on incoming materials. The Library has recently applied for several grants, including from the Nebraska Library Commission, Facebook Community Action, and Google Data Center Community grants. D. Agenda Items 1. Old Business: a. Policy Reviews – Code of Conduct The Code of Conduct Policy was reviewed and discussed. Approval of the Code of Conduct: Motion: Jones; Second: Montgomery. Roll Vote: Jones: yes, Kryger: absent, Montgomery: yes, Panko: absent, Rodgers: yes. Motion carried. At the November board meeting, Matt will present an amendment to the policy allowing the Library to reserve the right to immediately impose a more serious level of enforcement. b. Library Board Continuing Education – Video and Discussion on Strategic Planning The video will be shown and discussed at the November board meeting. 2. New Business: E. Administrative Reports 1. Committee Reports: None. 2. Comments from Library Board: None. 3. Comments from the Friends of the Library/Library Foundation: The Friends will work with library staff on ideas for funding. 4.
