MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, OCTOBER 1, 2019 Ca) 7: 00 P. M. The City Council of the City of Papillion met in open and public session at Papillion City Hall on October 1, 2019, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Christine Myers, Assistant City Administrator Amber Powers, Assistant City Attorney Carla Heathershaw Risko, Human Resource Director Carrie Svendsen, Planning Director Mark Stursma, Fire Chief Bill Bowes, Public Works Director/ City Engineer Jeff Thompson, Police Chief Scott Lyons, Parks & Facilities Director Tony Gowan, Recreation Director Lori Hansen, and Finance Director Nancy Hypse. Mayor Black and Cub Scouts from Pack 463 led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Public announcement that a current copy of the open meeting act is posted in the City Council Chambers. ADMINISTRATOR' S REPORT: City Administrator Christine Myers gave an update on the following: ( 1) PVFD will be holding a pancake feed and open house on Sunday, October 13th; ( 2) There will soon be an update regarding the City' s Mission Statement; 3) There will be a potential Council retreat in January to discuss the strategic plan for the City; ( 4) Multiple committees will be meeting prior to upcoming Council meetings. Councilmember Mumgaard stated that he is not aware of any complaints regarding these fireworks in previous years. He also asked Ms. Brown about the timeframe for applications for summer firework sales. Ms. Brown stated that summer sales applications will be on the City Council Agenda in February. Councilmember Stubbe stated his agreement that he is not aware of any complaints from neighbors in regard to this annual display. Motion carried. 6 October 1, 2019 ADMINISTRATIVE REPORTS: Committee Reports: Finance and Administration Committee: Councilmember Engberg stated that the Committee discussed financing for the Papillion Landing Community Center and noted that there might be additional funds to install some of the outdoor fields originally planned for a future phase. He also stated that they discussed a potential employee discount for City staff as part of the City' s wellness program. Councilmember Engberg stated that the group discussed the repairs to the Fricke Field press box. The Committee recommended that staff put a bid award to the lowest bidder on the next City Council Agenda. Councilmember Engberg lastly discussed a proposed development near Werner Park. Staff will continue negotiating and present again to the Committee before going to City Council. Comments from the Floor: Students from Papillion- La Vista South High School and Creighton University introduced themselves. Assistant City Attorney Carla Heathershaw Risko introduced herself and gave a brief history of her background prior to working for the City. Eric Taylor, reporter from the Papillion Times, announced that he will be leaving the newspaper for a new opportunity. Mr. Taylor thanked City staff and Council members for all of their help and cooperation over the years. Mayor Black thanked Mr. Taylor and the Papillion Times, on behalf of the staff and Council members, for their fair reporting. his events: ( 1) Comments from Mayor and Council: Mayor Black gave an update on Mayor Black and City Administrator Christine Myers presented at the League of Nebraska Municipalities Mayor Black attended the SCEDC Board Conference; ( 2) Wastewater Agency Board Meeting; ( 4) Mayor Meeting; ( 3) Mayor Black attended the Black met with Cub Scout Pack 463. events and meetings: ( 1) Project Wizard Mayor Black then noted upcoming groundbreaking ceremony on October 4th; ( 2) Sarpy County Chamber of Commerce Annual Awards Dinner on October 8th; MAPA Council of Officials meeting on October 9th; PVFD pancake feed and open house on October 13th; and the Papillion- La Vista Schools Foundation Annual Gala on October 19th Councilmember Stubbe asked where savings were being realized in regard to the Papillion Landing Community Center. Councilmember Engberg stated that6, 000, funding for 000 in contingencies wasn' t used. Ms. Myers confirmed that approximately $ contingency funds was not used. She also stated that she will schedule a time to meet with the Council members who are not on the F& A Committee to discuss the aforementioned proposed development. Councilmember Mumgaard restated that an ordinance was introduced tonight regarding City Council ward redistricting and noted that the process is outlined by state statute. 7 October 1, 2019 Councilmember Jaworski thanked Sampson Construction for their work with Papillion Landing. Councilmember Kluch thanked the police officers, fire fighters, and EMS staff who helped with the recent marching band competition at Papillion- La Vista South High School.
