MINUTE RECORD PAPILLION CITY COUNCIL MINUTES FRIDAY, NOVEMBER 12, 2021 (& 12: 00 P. M. The City Council Center at of the City of Papillion met Papillion Landing, 1046 in open and public session at the Chrysalis Event W Lincoln St, on November 12, 2021, at 12: 00 PM. Administrative Assistant Taylor Baratta called the roll. Mumgaard, Jason Gaines, Jim Present were Councilmembers Tom Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmember Steve Sunde was absent. Also present were City Administrator Amber Powers, Deputy City Administrator Phil Green, City Attorney Alan Thelen, Recreation Director Tracy Stratman, and Police Lieutenant Ray Higgins. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Omaha World- Herald, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the council meeting. Public announcement that a current copy of the Open Meetings Act is posted in the Chrysalis Event Center. CONSENT AGENDA ITEMS: ( 1) Approval of the agenda as presented; ( 2) Approval of the minutes from the November 2, 2021, City Council Meeting. Motion to approve the Consent Agenda by Councilmember Mumgaard, second by Councilmember Gaines. Mayor Black called for proponents and opponents. None came forward. Upon roll call vote, Mumgaard, Gaines, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Councilmember Sunde was absent. Motion passed. ORDINANCES THIRD READING AND RESOLUTIONS: RES. R21- 0220 — PUBLIC HEARING AND VOTE — A resolution to approve A Class " C" Liquor License for Wall to Wall LLC, d/ b/ a Wall to Wall Wine & Spirits, 7651 Towne Center Pkwy, Papillion, NE 68046, and a Manager Application for Rob A Reif— Amber Powers — 827- 1778. Mayor Black opened the public hearing and called for proponents and opponents. Proponent: Jenny Ward, Hy- Vee Western District Vice President, provided a brief explanation of the new store and stated that she was available for questions. Councilmember Mumgaard asked about the name change. Ms. Ward explained the name change for Wall to Wall LLC. Councilmember Jaworski asked when they will be opening. Ms. Ward stated they will be opening on December 7. Opponent: None. Mayor Black closed the public hearing. Motion to approve RES. R21- 0220 by Councilmember Glover, second by Councilmember Gaines. Upon roll call vote, Mumgaard, Gaines, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Councilmember Sunde was absent. Motion passed. 1 November 12, 2021 ADJOURNMENT: Motion to adjourn by Councilmember Kluch, second by Councilmember Glover. Upon roll call vote, Mumgaard, Gaines, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Councilmember Sunde was absent. Motion passed. Meeting adjourned at 12: 04 PM.
