PAPILLION CITY COUNCIL MINUTES
WEDNESDAY, JULY 5, 2023 7: 00 P. M.
The City Council of the City of Papillion met in open and public session in the City Council
Chambers at Papillion City Hall, 122 E Third St, on July 5, 2023, at 7: 00 PM. Deputy City Clerk
Taylor Baratta called the roll. Present were Councilmembers Tom Mumgaard, Jason Gaines, Jim
Glover, Dave Fanslau, Lu Ann Kluch, Steve Engberg, and Mayor David P. Black.
Councilmembers Steve Sunde and Bob Stubbe absent.
Also present were City

Administrator Amber Powers, Deputy City Administrator Mark Stursma, Finance Director Nancy
Hypse, Recreation Director Tracy Stratman, Deputy Police Chief Orin Orchard, City Attorney Alan
Thelen, Fire Chief Robb Gottsch, Deputy Public Works Director/ City Engineer Alex Evans, Human
Resources Director Carrie Svendsen, and Library Director Matt Kovar.
Mayor Black led those present in the Pledge of Allegiance.

Notice of the meeting was given in the Sarpy County Times, the
designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated
herein by reference as if fully set out herein is the audio and visual recording of the council
meeting.
Public announcement that a current copy of the Open Meetings Act is posted in the Council
Chambers.
Proclamation: Mayor Black presented a proclamation to Tracy Stratman and Tony Gowan for
Parks and Recreation Month. Ms. Stratman and Mr. Gowan provided updates relative to their
respective departments and thanked staff and Council members for their support.
Mayor Black and Councilmember Engberg paid tribute to Police Lieutenant Ray Higgins who
passed away on Monday, July 3, 2023, and thanked him for his 34 years of service.
ADMINISTRATOR' S REPORT: City Administrator Amber Powers provided an update: ( 1) The
City sends its condolences to Lt. Higgins' family, friends, Police family, and Fire family. His
visitation is on July 10 and his funeral is on July 11, both at St. Paul' s United Methodist Church;
2) The Sarpy County Museum had a Site Dedication Ceremony on June 27; ( 3) The
FY2023/ 2024 Budget Meetings with Council members will be scheduled soon.

and opponents. None came forward. Mayor Black briefly explained the hiring process and stated
that Ms. Hutter- Nelson was unable to be present tonight due to previous commitments. Mayor
Black noted that her oath of office will be given at a later date. He then thanked Mr. Thelen for his
hard work. Upon roll call vote, Mumgaard, Gaines, Glover, Fanslau, Kluch, and Engberg all voted
yes. Voting no: none. Absent: Sunde and Stubbe. Motion passed.
RES. R23- 0108— A resolution to approve a Lease Agreement between the City of Papillion
and the Papillion La Vista School District to provide for the use and maintenance of Fricke

Mayor Black stated that Lieutenant Chris Goley is retiring and has the opportunity to bring Trinity

Fanslau, Kluch, and Engberg all voted yes. Voting no: none. Absent: Sunde and Stubbe. Motion
passed.

Comments from Mayor and Council: Mayor Black provided an update on his events: ( 1) Mayor
Black and staff attended the Site Dedication Ceremony for the Sarpy County Museum; ( 2) Mayor
Black and staff attend the NCMA Conference hosted by Papillion; ( 3) Mayor Black attended the
Sarpy County and Cities Wastewater Agency Board Meeting; ( 4) Mayor Black attended the Honor
Remember Flag Presentation for Sgt. Leroy W. Peagler.
Mayor Black reminded those present of upcoming events: ( 1) A Ribbon Cutting for On the Border
will be on July 18; ( 2) A Ribbon Cutting for Chirpy' s will be on July 27; ( 3) Lt. Higgins' visitation is
on July 10, funeral and procession are on July 11.
