MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, SEPTEMBER 3, 2024 7: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on September 3, 2024, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Dave Fanslau, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmember Lu Ann Kluch was absent. Also present were City Administrator Amber Powers, Deputy City Administrator Mark Stursma, Finance Director Nancy Hypse, Recreation Director Tracy Stratman, Parks and Facilities Director Tony Gowan, Police Lieutenant Jerry Prazan, City Attorney Nicole Rutter, Planning Director Travis Gibbons, Fire Chief Robb Gottsch, Public Works Director Michael Kleffner, Human Resources Director Carrie Svendsen, Library Director Matt Kovar, Community Development Coordinator Michelle Andahl, and Communications Manager Trent Albers. Mayor Black led those present in the Pledge of Allegiance. Presentation: Lisa Scheve, Executive Director, introduced herself and presented the Grow Sarpy Semi- Annual Report. ADMINISTRATOR' S REPORT: City Administrator Amber Powers provided an update: ( 1) The Papillion Arts Foundation and the City of Papillion are conducting an Arts and Culture Survey and are input; ( requesting public 2) Meetings continue with Confluence to discuss the City Park Improvement Project; ( 3) The 2024 Naturalization Ceremony will be held on September 17 at the Portal School House; (4) The Papillion Downtown Business Association will hold an Open House on September 13 and 14. Motion passed. 4 September 3, 2024 Motion to approve the 1% increase to the LID ( restricted funds authority) by Councilmember Engberg, second by Councilmember Stubbe. Mayor Black called for proponents and opponents. None came forward. Councilmember Sunde asked if the City had the ability to raise the LID later if proven to be needed instead of approving it ahead of time. Mayor Black explained that if the City does not authorize the 1% increase now, it will lose that authority for the budget year. ADMINISTRATIVE REPORTS: Committee Reports: Public Safety Committee: Councilmember Stubbe stated that the Committee discussed a crematorium ordinance proposed by Councilmember Gaines. The Committee made some amendments and voted 3- 0 for it to move forward to Planning Commission for consideration. Comments from the Floor: None. Comments from Mayor and Council: Mayor Black provided an update on his events: ( 1) Mayor Black attended the US Global Leadership Coalition 2024 Heartland Summit; ( 2) Mayor Black and staff hosted a visit from Norwegian delegates; ( 3) Mayor Black and staff attended the Sarpy County and Cities Wastewater Agency Board Meeting; ( 4) Mayor Black and Mr. Stursma attended a meeting with Noddle Companies. 5 September 3, 2024 Mayor Black reminded those present of upcoming events: ( 1) There will be a couple of blood drives over the next few 2) The Papillion Downtown Business Association will host an weeks; ( Open House on September 13 and 14; ( 3) The Papillion Library will host a Book Fest and Author Expo on September 21; ( 4) The Papillion Library will also host an Author Event at Papillion Landing on September 26; ( 5) The Papillion Arts Foundation and the City of Papillion are conducting an Arts and Culture Survey and requesting public input. Closed Session: Mayor Black stated for the record that the purpose of the closed session was to protect the public interest to discuss land negotiations. Motion to go into closed session by Councilmember Gaines, second by Councilmember Glover. Mayor Black called for proponents and opponents. None came forward. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, and Stubbe all voted yes. Present but not voting: Engberg. Mayor Black restated for the record that the purpose of the closed session was only to discuss land negotiations. He then stated that the closed session would include the following: Mayor, City Council, City Administrator, Deputy City Administrator, City Clerk, and Community Development Coordinator. The closed session began at 7: 25 PM. Upon returning from closed session, Mayor Black stated for the record that the only item discussed in closed session was land negotiations.
