ADOPTION OF MINUTES Unadopted Committee of the Whole June 21, 2016 Minutes Proposed Motion That the Committee of the Whole meeting minutes of June 21, 2016 be adopted, as presented. A motion was made by Council Member Phyllis Kobasiuk that the minutes of the June 21, 2016 Committee of the Whole meeting be adopted as presented. The motion carried unanimously. Michael Heck, Chief Administrative Office presented key areas of concern regarding Bill 21, Modernized Municipal Government Act. A motion was made by Mayor Rod Shaigec that the identified key areas of concern and proposed amendments related to Bill 21, Modernized Municipal Government Act, be approved as presented and that these concerns be submitted to the Minister of Alberta Municipal Affairs as Parkland County's feedback. The motion carried unanimously. DELEGATIONS Appointment: 9:30 a.m. Dick Wong - Range Road 264 Extension Request Terry Willox spoke on behalf of Dick & Son's Holdings Inc. with respect to a request for an extension of Range Road 264 and a secondary access. Committee Chair AnnLisa Jensen recessed the meeting at 9:55 a.m. and reconvened the meeting at 10:04 a.m. Appointment: 10:00 a.m. Land Stewardship Centre (Brian Ilnicki, Executive Director) Brian Ilnicki, Executive Director of the Land Stewardship Centre provided an overview of programs and services offered by the Land Stewardship Centre and Nature Alberta. General Manager, Development Services Athabasca Watershed Council Proposed Motion That Council member appointments to the Athabasca Watershed Council be referred to a Council meeting. Michael Heck, Chief Administrative Officer presented an overview of the Capital Region Board Edmonton Metropolitan Region Growth Plan: Draft 2.
