CALL TO ORDER/TERRITORIAL LAND ACKNOWLEDGEMENT Committee Chairperson Wiedeman called the meeting to order at 9:03 a.m. On behalf of the Committee, Chairperson Wiedeman offered the following Treaty 6 lands acknowledgement: Parkland County is on Treaty 6 Territory the home of Enoch and Paul First Nations and that all First Nations have been sharing the land for generations. Parkland County acknowledges the historical indigenous teachings and "many ways of knowing". We also appreciate the original settlers and current residents Parkland County who contributed to the growth and prosperity of Parkland County then and now. Jaime Gardippe was awarded $500.00 for her education. ADOPTION OF AGENDA A motion was made by Committee Member Kowalski that the March 7, 2023 Governance and Priorities Committee meeting agenda be adopted, as presented. The motion carried unanimously. ADOPTION OF MINUTES MIN 23-008 Adoption of February 21, 2023 Governance and Priorities Committee Meeting Minutes Proposed Motion That the February 21, 2023 Governance and Priorities Committee Meeting Minutes be adopted, as presented. A motion was made by Committee Member Birnie that the February 21, 2023 Governance and Priorities Committee meeting minutes be adopted, as presented. The motion carried unanimously. DELEGATIONS App 23-023 Public Input - 9:05 a.m. (15 mins.) Committee Chairperson Wiedeman asked the gallery if there were any issues that the public wished to bring to the attention of Parkland County. Trish Oakes, attended to ask the Committee if they have answers to the questions she brought to the Governance and Priorities Committee on February 21, 2023. Sheldon Ruther, attended to ask the Committee share his comments regarding the Subdivision and Development Appeal Board hearing held on March 6, 2023, the availability of the minutes from Council meetings and Governance and Priorities Committee meetings, and the County's response to Bonnie Tessier's presentation on February 21, 2023 regarding the bees, EMF and smart cities. Sheldon offered to provide research papers on the damage EMF does. OLD BUSINESS RFD 23-053 Council Strategic Initiatives and Project Charters Proposed Motion That the Council strategic initiatives and project charters discussion be tabled to the April 4, 2023 Governance and Priorities Committee meeting, as presented. Chief Administrative Officer, Laura Swain, presented the Council Strategic Initiatives and Project Charters presentation. A motion was made by Committee Member Kowalski that the Council Strategic Initiatives and Project Charters discussion be tabled to the April 4, 2023 Governance and Priorities Committee meeting, as presented. The motion carried unanimously. DELEGATIONS RFD 22-293 9:30 a.m. Appointment - STARS In Your Community Jon Gogan, Provincial Director, Northern & Central Alberta Operations Glenda Farnden, Sr. Municipal Relations Liaison Proposed Motion That the STARS presentation be received for information, as presented. Glenda Farnden and Jon Gogan presented the STARS presentation. A motion was made by Committee Member Mayor Gamble that the STARS presentation be received for information, as presented. The motion carried unanimously. A motion was made by Committee Member Kucher-Johnson that Administration be directed to contact Alberta Health Services regarding the ability for STARS to utilize the Stony Plain Hospital landing pad. The motion carried unanimously. Keith Bobey, Melanie Markiwsky and Barry Raynard presented the Stormwater Master Plan update. RECESS Chairperson Wiedeman recessed the meeting at 10:33 a.m., and reconvened the meeting at 10:39 a.m. RFD 23-048 Stormwater Master Plan Update Proposed Motion That the Stormwater Master Plan update be received for information, as presented. Discussion of the Stormwater Master Plan Update resumed. Committee Member Birnie left the meeting at 10:47 a.m. and returned at 10:52 a.m. A motion was made by Committee Member Kobasiuk that the Stormwater Master Plan update be received for information, as presented. The motion carried unanimously. RFD 23-059 Proposed Surface Drainage and Lot Grading Bylaw (Bylaw 2023-02) and Lot Grading Policy (Policy C-PD17) Proposed Motions 1. That the proposed Surface Drainage and Lot Grading Bylaw & Lot Grading Policy be accepted for information, as presented.
