Council members present.

After discussion George Mastrobuono recommends to Council to GRANT, Jeff
Oslin, Bright Covers, for 5806 Luelda Ave., who has requested an area variance to the City of
Parma Codified Ordinance Section 1189 .01 ERECTION OF BUILDINGS BETWEEN BUILDING
LINE AND STREET. Between the front yard building line as established by this chapter and the
street line, no building or portion of a building may be erected above grade level.
The proposal is to construct a roof over a front porch that projects 10 feet forward the
building line.
I make a motion we recommend to Council to approve the variance as read as
the character of the neighborhood would not be substantially altered and be given
the variance it will abide by the zoning laws of the City of Parma.

Mastrobuono, John Yurkiw, and Michelle Green voted yes.

The proposal is to construct (2) major free-standing signs.
I would like to make a motion to accept this to Cindy Vellucci, Archer Signs
Corporation, by giving this variance the practical use, the essential character of the
neighborhood would not be substantially altered, and the adjoining properties
would not suffer a substantial determent as a result of granting this variance.

The proposal is to operate a marijuana dispensary in a retail business district.
I make a motion that we send to Council this variance and DENY it on the
grounds that the neighborhood will be substantially altered by granting this
variance and justice will not be done by granting this variance and that this variance
is not substantial to be approved

Allesan Armstrong, and Michelle Green all agreed to deny this variance.

the owner’s property with substantial determent with granting this variance being
granted the characteristics of the neighborhood would be substantially altered by
granting this variance the spirit and intent of the zoning building requirements
would be observed.
Michelle Green second the motion to deny. George Ziefle, George Mastrobuono, Allesan
Armstrong, Michelle Green all agreed to deny this variance. John Yurkiw abstained.
Motion made by Councilman Euerle seconded by Councilman Casselberry to thereafter

The proposal is to operate a marijuana dispensary in a Retail Business District.
I make a motion to DENY, the applicant Chad Wise Battle Green Real Estate,
LLC, first up because they weren’t here and secondly that justice would be done by
denying this variance. The variance is not substantial and the essence of the
character of the neighborhood would be substantially altered by approving this
variance.
Allesen Armstrong second the motion. George Ziefle, George Mastrobuono, John Yurkiw,
Allesen Armstrong, and Michelle Green all agreed to deny these variances.
Motion made by Councilman Euerle seconded by Councilman Casselberry to thereafter
read the variance application by title only. Further moved to refer the variance to the Planning

Marijuana dispensaries are not listed in the schedule of permitted uses and therefore a
dispensary is not permitted in this zone.
The proposal is to operate a marijuana dispensary in a retail business district.
I would like to make a motion to DENY the variance use as I do feel the
essential character of the neighborhood would be substantially altered and the
adjoining properties would suffer as well as the residents trying to shop in the
plaza. The spirit and intent behind the zoning building requirement would be
observed, and substantial justice would be done denying the variance.

Allesan Armstrong, and Michelle Green all agreed to deny this variance.

I would like to make a motion that we recommend to Council to DENY this

a result and justice would be done by not granting the variance. The variance would
not be substantial.

all agreed to deny the variance.

Appeals should pass this variance, by passing this variance I strongly believe the
essential character of the neighborhood would not be substantially altered and the
adjoining properties would not suffer substantial determent as a result of this board
passing this variance.

Allesan Armstrong, and Michelle Green all voted yes to pass this variance.

I would like to make a motion stipulated as read to Council to deny this by
denying this application the owner’s property would I’m sorry the variance granted
the characteristic of the neighborhood would not be substantially altered by
granting this variance the spirit and intent of the zoning board, would be zoning
building requirements would be observed. By denying this variance the
predicament could be obviated through other methods other than the variance
meaning putting in the proper perspective in the industrial district.

contract for the fee. Stated that she receives many complaints from her ward about missed
pick-ups and last week alone, at least twenty-five mishaps were reported. She also stated that
she does not believe that the residents should have to pay for Rumpke’s mistakes.

Ordinance No. 62-24 as follows: In Section 1, line 5, the blank shall read $ 17.05. Further

PUBLIC SESSION
Lou Latona, 10606 Brainard Dr. – Has been a Parma resident since 1990. Stated that his
basement has flooded with back up at least 5 times. He stated that it has gotten so bad that
his insurance company has cancelled his policy, and he is having trouble getting another
company to insure his home. He said that the last event left him with a $16, 500. bill for
restoration. Mr. Latona stated that the county has been out to check the lines and that the
problem lies with the lines under the street. Mr. Latona asked if the city can possibly do
something to help his situation.
Mayor DeGeeter – Stated that he did receive Mr. Latona’s email, and forwarded it on to
Service Director Vannello and Public Works Coordinator Dave Blagg, to hopefully start an
investigation into this issue. Mayor DeGeeter asked Mr. Latona to please stay and meet with
Service Director Vannello after the Council Meeting.

John Zaccardelli, 6808 Regency Dr. – Stated that he has been a lifelong Parma resident,
and attended the Board of Zoning Appeals meeting regarding marijuana dispensaries. He
stated his concerns that allowing these marijuana dispensaries in the city of Parma will increase
more domestic issues, as well as driving under the influence of marijuana. He also stated that
we should not have to follow other cities, we should just let Parma be Parma. He stated that he
is one hundred percent opposed to opening any dispensary in the city of Parma.
James Mankowski, 7715 Newport Ave. – Stated that the home next door to him, 7719 Newport,
is a rental. He went on to say that his son, who is serving in the military will not come home
while he is on leave because the smell from the piles of dog feces coming from the rental is so
bad. Mr. Mankowski stated that he is fed up with the fact that the smell is so bad he cannot
open his windows, or enjoy his backyard. He is afraid he will have to spend the money to put
up a fence just on the one side. He went on to also say that the chimney is falling apart, and
over time, there have been many people moving in and out of the house.
Mayor DeGeeter – Acknowledged that together with the Building Commissioner they will take
action to address the issue, and reach a solution.
Safety Director Coury – Stated that Councilwoman Wilson has brought this issue to his
attention, and together with the Building Commissioner and Inspector Knebusch, there will be
zero tolerance for the situation, and they will caucus after the meeting to address the current
issues.

Auditor Day – Stated that is was nice to see Resident Lou Latona.

Treasurer Mastroianni – Stated that recently he has received many calls regarding
immigrants being bused to the city of Parma. He has also been questioned regarding any
money being spent on immigrants as well as purchasing homes for them.
Mayor DeGeeter – Stated that zero dollars have been spent, and the city has never
requested any funding for the housing of immigrants.

Councilman Kevin Kussmaul – Thanked the Police, Fire and Auxiliary Units for the
funeral service for fallen Officer Jacob Derbin.
Councilwoman Deborah Lime - Stated that is was nice to see Mr. Zaccardelli. Stated
also that she has gone to the Mayor regarding the rumors surrounding providing immigrants
with housing. Councilwoman Lime stated that she has addressed the situation many times with
residents, and feels that this is a real problem, and does not want the residents thinking we are
spending money the wrong way. Councilwoman Lime stated that the funeral procession for
Officer Derbin was very moving.
Councilwoman Kammy Shuman – Reminded everyone that Safety Meeting for Ward 7
will be combined with Wards 4 and 5 at Tri C’s Training Center, on June 13, from 5:30 to 7:30.
Councilwoman Monica Wilson – Acknowledged Clerk of Council Saban on her marathon
reading of the evening’s variances into the record.
Councilwoman Kelly Zacharias – No Comment
Councilwoman Amanda Boyd – Invited all to the Block party, which is also combined
with Ward 2. She stated that there will be music and food trucks, and lots of fun for all. The
block party will be held on June 29, from 4 to 9 PM.
