AMENDMENT TO THE CALENDAR
Motion made by Councilwoman Lime seconded by Councilman Casselberry to amend the
calendar by removing Ordinance No. 41-24 and Ordinance No. 121-24 from third reading.

COMMUNICATIONS, PETITIONS AND CLAIMS
Councilman Euerle – Stated, the Planning Committee of Council met this evening to
discuss the proposal to vary for the applicant Michael Tomsik, Tomsik Architects, Inc.
The first request is for an Area Variance Section 1111.05(b)(3) – Establishment of Riparian
Setbacks. The proposal is to construct building additions within the 75’ riparian setback.
Motion made by Councilman Euerle seconded by Councilman Casselberry to grant the
first variance with the following stipulations that the impervious surface shall be reduced. A
grass covered street buffer strip shall be installed in accordance with PCO 1199.07(b) between
the street and the public sidewalk. A 6-foot-wide grass covered buffer strip shall also be
constructed between the public sidewalk and the edge of the parking lot as required by
1199.07(c). Planting shall be required. The applicant shall submit a site plan to the Building
Department for review and approval by the Planning Commission. This is recommended by the
Board of Zoning Appeals and Planning Committee of Council. Motion carried.
The second request is for an Area Variance Section 1170.08 Schedule of Yard and
Height Regulations. The proposal is to construct a building addition being constructed 5 feet
into the required side yard setback.
Motion made by Councilman Euerle seconded by Councilman Casselberry to grant the
variance as recommended by the Board of Zoning Appeals and the Planning Committee of
Council. Motion carried.

Councilman Euerle – Stated, the Planning Committee of Council met this evening to
discuss the proposal to vary for the applicant Corey S. Boyko D.D.S. The request is for an Area
Variance Section 1153.02 Single – Family House Districts – Principal – Uses and Building. The
proposal is to construct a one-story building. The variance would result in allowing the use of an
office building in single – family district.
Motion made by Councilman Euerle seconded by Councilman Casselberry to grant the
variance as recommended by the Board of Zoning Appeals and the Planning Committee of
Council. Motion carried.

Councilman Euerle – Stated, the Planning Committee of Council met this evening to
discuss the proposal to vary for the applicant Bohdana & Taras Vuytskyk. The request is for an
Area Variance Section 1153.03 Accessory Uses and Buildings. The proposal is to install a
driveway 20 ft in width, 4 feet wider than code allows.
Motion made by Councilman Euerle seconded by Councilman Casselberry to deny the
variance which did not concur with the Board of Zoning Appeals but did concur with the
Planning Committee of Council. Motion carried.

Councilman Euerle – Stated, the Planning Committee of Council met this evening to
discuss the proposal to vary for the applicant Brilliant Electric Sign Company. The request is for
an Area Variance Section 1196-07 Sign in Commercial Districts. The proposal is to install 1
additional 142SF major wall sign.
Motion made by Councilman Euerle seconded by Councilman Casselberry to grant the
variance as recommended by the Board of Zoning Appeals and the Planning Committee of
Council. Motion carried.

THE PARMA BOARD OF ZONING APPEALS met on Tuesday September 10, 2024, at
6:30pm and PROPOSED TO VARY, subject to provisions of amended Ordinance Section 1127.13

Buildings and land shall be used, and buildings shall be designed, erected, altered, moved
or maintained, in whole or in part, in the Commercial Manufacturing "A" only for the uses
set forth in the schedules and regulations.
The schedule states automobile sales is a permitted use in the Commercial Manufacturing
“B” district.

The proposal is to operate an online or indoor car dealership on a parcel not zoned Commercial
Manufacturing “B”.
A variance would result in allowing car sales in the Commercial Manufacturing “A” district.
After discussion John Yurkiw recommends to Council to grant this use variance, I
make a motion to approve the variance with the stipulation that there would not be
any cars for sale outside of the building. By granting this variance, it will not
change the essential character of the neighborhood, and the adjoining properties
would not suffer substantial detriment as a result of granting this variance.
Michele Green second the motion. George Ziefle, Allesan Armstrong, Michelle Green,
John Yurkiw and George Mastrobuono are all in favor.
Motion made by Councilman Euerle seconded by Councilman Casselberry to thereafter
read the variance application by title only. Further moved to refer the Variance to the Planning
Committee. Motion carried.

THE PARMA BOARD OF ZONING APPEALS met on Tuesday September 10, 2024, at 6:30pm and

APPLICANT C & S Concrete Solutions 6423 Monmouth Dr., For: Jack Jensen 12931 West Linden

After discussion George Mastrobuono recommends to Council to grant, C & S Concrete
Solutions, for Jack Jensen, 12931 West Linden Ln., who has requested an area variance to the
City of Parma Codified Ordinance Section 1153.03(b) (2) ACCESSORY USES AND BUILDINGS.
The following accessory uses and buildings are permitted in a Single-Family House District.
(b) Parking Areas. (2) The width of a driveway shall not exceed 20 feet wide on a lot wider than
70 feet.
The proposal is to install a second driveway 12 feet in width. The existing driveway is 11 feet
wide.
A variance would result in allowing 3 additional feet of driveway width on a property more than 70
feet wide.
I make a motion we recommend to Council to approve the variance as read as the character of
the neighborhood would not be substantially altered and justice will be done by granting this
variance.

Yurkiw, and Michelle Green voted yes.
Motion made by Councilman Euerle seconded by Councilman Casselberry to thereafter
read the variance application be title only. Further moved to refer the variance to the Planning
Committee. Motion carried.

Motion made by Councilman Casselberry seconded by Councilwoman Lime to amend
Reconsidered Ordinance No. 118-24 as follows: In Section 1 line 3 the effective dates shall read
September 1, 2024, through September 30, 2027. Motion carried.

MISCELLANEOUS BUSINESS
Mayor Timothy DeGeeter – Stated, that Resolution No. 159-24 is the second such piece
of legislation in the last few weeks and thanked City Engineer Patel for his hard work. Also,
thanked the Fire and Police Departments for work with the 911 memorial, it was nice having
families attend with their young children.
Safety Director Coury – No comment.
Service Director Vannello – Thanked, the Law Director and his staff for their hard work
on the natural gas legislation.
Auditor Day – No comment.
Law Director Tuma – Appreciated, the kind words from the Service Director. Also,
thanked Council for allowing him to speak during committees.
Treasurer Mastroianni – No comment.

Councilwoman Wilson – Stated, that the 911 memorial ceremony was beautiful.
Councilwoman Zacharias – No comment.
Councilwoman Boyd – No comment.
Councilman Casselberry – Stated, how nice the 911 memorial ceremony was.

Councilman Euerle – Stated, that the Law department did a great job on the natural gas
legislation. Stated, that Saturday, September 21, is the Shred Event at the Parma Armory, also
Sunday is the Quarry Picnic.
Councilman Kussmaul – Stated, that he is looking forward to the Quarry Picnic at West
creek this coming Sunday.
Councilwoman Lime – Reminded everyone about the We are Parma Proud Fundraiser.
Councilwoman Shuman – No comment.
