The following were in attendance: Mayor Mike Mason Council Member Phil Sadd – Post 1 - Absent Council Member James Lowe – Post 2 Council Member Alex Wright – Post 3 Council Member Jeanne Aulbach – Post 4 Council Member Lorri Christopher – Post 5 Council Member Weare Gratwick – Post 6 City Manager Julian Jackson City Clerk Kym Chereck Com. Dev. Director Diana Wheeler City Attorney Bill Riley PLEDGE OF ALLEGIANCE: Mayor Mason led the Pledge of Allegiance. MAYOR’S OPENING REMARKS: Mayor Mason informed the public that a letter will be mailed to City residents introducing and explaining the Waste Pro Rewards for Recycling program. MINUTES: MOTION TO APPROVE THE MINUTES FROM THE DECEMBER 3, 2013 COUNCIL MEETING. By: Council Member Christopher Seconded by: Council Member Gratwick Vote: (6-0) (Christopher, Gratwick, Mason, Lowe, Aulbach, Wright) CONSIDERATION OF THE MEETING AGENDA: There was no change to the agenda. PUBLIC COMMENT: State Representative Tom Rice commended the Mayor and Council on performing a professional job during their first year as a City. 2013-12-17 Council Meeting Minutes Page 1 of 4 DRAFT COPY Ms. Sheri Snyder spoke in favor of the BYOB Ordinance, which was read later in the meeting. PRESENTATIONS AND REPORTS: Mayor Mason presented a Proclamation of the City of Peachtree Corners, Georgia recognizing the Christmas in the Corners Parade Committee and thanking them for their volunteer efforts on behalf of the community. Mayor Mason presented a Proclamation of the City of Peachtree Corners, Georgia recognizing the contributions of the Robert D. Fowler Family YMCA to the community. Community Development Director, Diana Wheeler, provided her report on staff activities that occurred during the period of December 2, 2013 through December 13, 2013. These activities included, among other items, preparation for the Gateway Grant, meetings with prospective public hearing applicants and the Clean Air Commission, preparation of the BYOB Ordinance, reviewing plans for various development projects, and preparing proclamations, letters and other documents. NEW BUSINESS: ACTION ITEM Intergovernmental Agreement to provide Fire and Emergency Medical Services within the City of Peachtree Corners. MOTION TO APPROVE THE INTERGOVERMENTAL AGREEMENT TO PROVIDE FIRE AND EMERGENCY MEDICAL SERVICES WITHIN THE CITY OF PEACHTREE CORNERS. By: Council Member Gratwick Seconded by: Council Member Christopher Vote: (6-0) (Gratwick, Christopher, Mason, Lowe, Aulbach, Wright) ACTION ITEM Intergovernmental Agreement to provide Police Services within the City of Peachtree Corners. MOTION TO APPROVE THE INTERGOVERNMENTAL AGREEMENT TO PROVIDE ROAD RESURFACING WITHIN THE CITY OF PEACHTREE CORNERS. MOTION TO APPROVE THE INTERGOVERNMENTAL AGREEMENT TO PROVIDE STORMWATER SERVICES WITHIN THE CITY OF PEACHTREE CORNERS. By: Council Member Gratwick Seconded by: Council Member Aulbach Vote: (6-0) (Gratwick, Aulbach, Mason, Lowe, Wright, Christopher) O2013-12-23 FIRST READ and Consideration of an Ordinance to amend Chapter 6 (“alcoholic beverages”) of the Code of the City of Peachtree Corners, 2013-12-17 Council Meeting Minutes Page 3 of 4 DRAFT COPY Georgia, in order to amend Sec. 6-42 to allow individuals to bring in their own alcoholic beverages to certain types of retail establishments subject to restrictions and limitations; to allow certain non-dining business establishments to accommodate the consumption of wine and malt beverages on their premises; and for other purposes. (2nd Reading and Public Hearing on 1/21/14) WORK SESSION: Presentation from Elections Consultant Mr. Gary Smith. Mr. Gary Smith, Elections Consultant, informed the Mayor and Council what would need to be accomplished by the City of Peachtree Corners in order to provide a potential Special Election. EXECUTIVE SESSION: MOTION TO GO INTO EXECUTIVE SESSION FOR THE DISCUSSION OF ONE (1) REAL ESTATE MATTER. As part of this agreement, we are to work with the Cities to jointly define eligibility and selection criteria. Jn addition, each of the cities requesting some of these funds is to submit the County with a list of potential projects to be considered. The County's goal is to have a list of projects utilizing both the County and the joint funds approved by our Citizens Project Selection Committee (CPSC) by April 1. 2014. In order to accomplish that, I would like to set up a meeting with all cities collectively or your self-selected representatives to start these discussions. At that meeting, we will be prepared to discuss potential projects we have Identified in the cities for County funding and share our first stab at a ranking/priority system for discussion. We would also like a list of potential projects to be considered by each of the cities, if available, to give an Idea of the scope. If possible, I'd like to have a meeting here at our offices in Lawrenceville, preferably at 9:00AM on the morning of either December 4, 5 or 6 (Wed, Thurs, Fri).
