APPROVAL OF CONSENT AGENDA ITEMS:
All items under this heading will be considered to be approved with one motion and one vote. If further
discussion is desired on any item, it will automatically be removed from the consent agenda and will be
considered as a general business item.
1. Approval/corrections of Minutes of the Regular Meeting, August 16, 2022.
2. Approval of the claims docket for August 16, 2022 to September 6, 2022.
3. Approval of garbage exemption applications and renewals.

7. Order to approve payment for the treatment system repair/replacement at the Center City
Complex octagon in the amount of $17,600.00. This was an emergency repair.
8. Order to approve and authorize the purchase of Cradlepoint Rugged multi-carrier router,
600C Series, 3-year license & Antenna Plus
Wifi for Tyler Technologies Mobile for Fire Engines - $6,742.12
9. Order to approve and authorize painting the exterior of Fire Station 4 located at 5100
Highway 80 East, by Roberts Interior in the amount of $32,800.00. Quote includes painting
the full exterior of the building as well as the emergency generator and the awning covering
the HazMat trailer.
10. Order to approve and authorize the renovations to the bathroom at Fire Station 2 located at
201 S. Pearson Road, by Roberts Interior in the amount of, $46,000.00. This will allow for
two separate bathrooms with individual amenities in each bathroom. This station currently
houses an engine company as well as an ambulance unit.
11. Order to approve a fundraiser walk for Domestic Violence Awareness, to be held at Jenkins
Park on October 22, 2022. The funds that will be raised will assist the Twenty Five
Corporation’s desire to someday obtain a safe place to provide shelter, store clothing, food,
and educational literature for victims of sexual and/or domestic abuse.

12. Order to approve and authorize the replacement of the Garage Door, by George’s Door
Service, Inc., in the amount of $31,980.00. (quotes obtained) City Shop
13. Order to approve and authorize payment to People Ready in the amount of $41,912.72 for
temporary labor.
14. Order to approve the Professional Services Agreement by and between, the City of Pearl,
MS, and Retail Strategies, L.L.C., for consulting services and to authorize Mayor Windham
to sign the same.
15. Order to set public hearing for September 20, 2022, at 6:00 p.m. to determine whether or
not that certain parcel of real property owned by Rodney Properties LLC etal C/O Duane
Griffin and located at 427 Childre Road, Pearl, Rankin County, Mississippi 39208, is in
such a condition or state as to be unsightly and unkept or otherwise a menace to the public
health and safety of the community, and therefore, prohibited, pursuant to Chapter 24 of the
Code of Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the
Mississippi Code of 1972, as Amended.
16. Order to set public hearing for October 4, 2022, at 6:00 p.m. to determine whether or not
that certain parcel of real property owned by John Aron Hunter, and located at 213 Pine
Park Drive, Pearl, Rankin County, Mississippi 39208. is in such a condition or state as to be
unsightly and unkept or otherwise a menace to the public health and safety of the
community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as
Amended.
17. Order to adopt a Resolution to adjudicate the cost of demoing and cleaning the property at
503 Abilene Street and assess the cost against the property.
18. Approval of Change Order #1 from Hemphill Construction Company for $10,000 as a result
of adding an additional residential line and sewer connection at 1896 Old Whitfield Road.
19. Approve Change Order #2 (decrease in cost) from Hemphill Construction Company
($25,225.00) as a result of cost saving proposal from the contractor on SE Sanitary Sewer
CDBG Project.
20. Order to adopt a Resolution finding that the certain items identified on the attached list,
submitted by Public Works, which is incorporated herein by reference, as surplus, and to
approve the disposal and/or sale of each item as required by law.
21. Order to approve the Site Access Agreement by and between, The City of Pearl, MS, and
Cellco PartnershipAlltel Corporation d/b/a Verizon Wireless and to authorize Mayor
Windham to sign the same.
22. Order to adopt a Resolution finding that the certain items identified on the attached list,
submitted by Police Dept., which is incorporated herein by reference, as surplus, and to
approve the disposal and/or sale of each item as required by law.

23. Order to approve the revised Facilities Use Agreement by and between, the City of Pearl,
MS and Bridge Builders/Metropolitan YMCA of Mississippi, and to authorize Mayor
Windham to sign the same.
24. Order to approve and authorize the police officers identified on the proposed part-time work
schedule for October, 2022, which is attached hereto and made a part hereof, the use of the
official Pearl Police Department uniform and official Pearl Police Department duty weapon
and finding that the proposed employment is not likely to bring disrepute to the City of
Pearl, or the Pearl Police Department, the officers at issue, or law enforcement generally,
and that the use of the official uniform and weapon in the discharge of the officer’s private
security endeavor promotes the public interest of the City of Pearl.
25. Order to approve the Cooperative Contract for uniform rental by and between, the City of
Pearl and CINTAS, and to authorize Mayor Windham to sign the same.

26. Approve Engineer’s Estimate #8 from Pickering Firm for $84,550.98 on Pearl-Richland
Intermodal Connector Bridge Project for period August 1 - August 27, 2022
80% reimbursed by MDOT and 20% reimbursed by Senate Bill funds
27. Transfer of Byron Robison from patrol to investigations.
28. Enter into agreement with the Ms Office of highway Safety for the FY 23 Police Traffic
Service Grant.
29. Approval of Contractor’s Estimate #7 from Hemphill Construction Company for
$136,042.89 for July 2022 work. Pearl-Richland Intermodal Connector Project. 80%
reimbursed by MDOT and 20% reimbursed by Senate Bill funding.
30. Resolution of the City of Pearl, Mississippi approving submission of American Rescue Plan
Act Wastewater Projects to the Mississippi Department of Finance and Administration for
Funding Consideration, and to designate Mayor Jake Windham as the authorized
representative to act on behalf of the City of Pearl and to sign all documents.
31. Order to approve the Memorandum of Understanding, between, the City of Pearl,
Mississippi, and Rankin County, Mississippi, to construct storm water improvements along
U.S. Highway 80, in the City of Pearl, pursuant to Rankin County’s approved plant to
utilize American Rescue Plan Act Funding, and to authorize Mayor Windham to sign the
same.
32. Order to approve the Temporary Workspace and Temporary Access Road Agreement, by
and between, the City of Pearl and Gulf South Pipeline Company, LLC, and to authorize
Mayor Windham to sign the same.
33. Order to approve and authorize payment to Griner Drilling, Inc., in the amount of
$16,531.05, for emergency repairs to the Crossgates Well.

Determine whether or not the owners and those certain parcels of real property which are listed herein,
are in such a condition or state as to be unsightly and un-kept or otherwise a menace to the public health
and safety of the community, and therefore, prohibited, pursuant to Chapter 24 of the Code of
Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as
Amended:
2. Charles A. and Patty L. Andrews, and located at 759 Clearmont Drive, Pearl, Rankin
County, Mississippi 39208.
GENERAL BUSINESS
1. Consider an Order to Adopt a Resolution Fixing the Ad Valorem Tax Levy on Real and
Personal Property Taxes for the City of Pearl, Mississippi for the Fiscal Year October 1,
2022 – September 30, 2023. Total for said municipal purposes 27.50 mills with 10.65 mills
allocated to the General Fund and 16.85 mills allocated to City Debt.
2. Consider an Order to Adopt a Resolution Fixing the Ad Valorem Tax Levy on Real and
Personal Property Taxes for the Pearl Public School District for the Fiscal Year 2022 –
2023. Total for said school district purposes 58.70 mills with 51.00 mills allocated to the
School Maintenance Fund and 7.70 mills allocated to 2016 Special Obligation School
Bond.
3. Consider an Order to Adopt a Resolution to Adopt the Budget for the City of Pearl,
Mississippi for the Fiscal Year Beginning October 1, 2022 and Ending September 30, 2023.
