APPROVAL OF CONSENT AGENDA ITEMS:
All items under this heading will be considered to be approved with one motion and one vote. If further
discussion is desired on any item, it will automatically be removed from the consent agenda and will be
considered as a general business item.
1. Approval/corrections of Minutes of the Regular Meeting, October 4, 2022.
2. Approval of the claims docket for October 4, 2022 to October 18, 2022.
3. Approval of garbage exemption applications and renewals.

5. Approval of authorization to travel
6. Approval of wage increases.
7. Order to approve the annual renewal of Archive Social, in the amount of $5,988.00, and to
authorize Mayor Windham to sign all related documents.
8. Order to approve and authorize the purchase of (1) Challenger 4P14EFX lift in the amount
of $13,700 from Lawson Products. (quotes obtained)
9. Order to adopt a Resolution to adjudicate the cost of cutting the grass at 2728 Old Country
Club Road and assess the cost against the property.
10. Order to approve the annual renewal of Laserfiche Software and all user licenses in the
amount of $6,900.00, and to authorize Mayor Windham to sign all related documents.
11. Order to approve and authorize repairs to dozier by Lyle Machinery in the amount of
$10,306.70. (quotes obtained)
12. Order to approve payment of $3,764.25 to Pafford EMS in order to receive a portion of the
EMSOF funds for fiscal year 2023 for the amount of $16, 535.00.

13. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $7,898.42, for the Parks & Recreation Construction Project Phase III: Soccer
Concessions. (Estimate #6)
14. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $64,288.95 for the Parks & Recreation Construction Project Phase II: City Park
Improvements. (Estimate #24)
15. Order to approve the contract for credit card payment processing with Tyler One for
Fines/Fees owed to the Pearl Municipal Court and to authorize Mayor Windham to sign all
related documents.
16. Order to adopt the Amended “Fee Schedule” for the City of Pearl, Mississippi.
17. Order to approve and authorize the purchase of 0.26 acre easement from Terry Dwain Cook
and Teresa H. Cook for the sewer construction project which is a proper municipal purpose
to provide sewer services at the purchase price of $6,736.22 and said purchase price is
commensurate with the fair market value and to authorize Mayor Windham to execute any
and all necessary documents associated therein.
18. Order to set public hearing for November 1, 2022, at 6:00 p.m. to determine whether or not
that certain parcel of real property owned by Dorothy B. & Cary S. Bierdeman, Trustees for
the Cary S. & Dorothy B. Bierdeman Revocable Trust, and located at 775 North Bierdeman
Road, Lot 16, Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to
be unsightly and unkept or otherwise a menace to the public health and safety of the
community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as
Amended.
19. Order to set public hearing for November 1, 2022, at 6:00 p.m. to determine whether or not
that certain parcel of real property owned by Eugene Brown Sr, and located at 130 Reuben
Brown Road, Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to
be unsightly and unkept or otherwise a menace to the public health and safety of the
community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as

that certain parcel of real property owned by Bryan Hill, and located at 2544 Highway 80 E,
Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to be unsightly
and unkept or otherwise a menace to the public health and safety of the community, and
therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of Pearl,
Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as Amended.
21. Approval of $81,249.44 Engineering Invoice from Pickering Firm, Inc. for August 28, 2022
to September 28, 2022 for Pearl Richland Intermodal Connector Bridge Project. 80%
reimbursed by MDOT and 20% reimbursed by Senate Bill funding (Est #9)
