Approval/corrections of Minutes of the Regular Meeting, October 18, 2022. 2. Approval of the claims docket for October 18, 2022 to November 1, 2022. 3. Approval of garbage exemption applications and renewals. 4. Approval of Application(s) 5. Approval of authorization to travel 6. Approval of wage increases. 7. Order to approve and authorize payment to Harcros Chemical in the amount of $9,900.00, for chlorine. 8. Order to approve payment to People Ready in the amount of $73,210.35, for temporary labor. 9. Approval of August and September invoices from Pickering Firm, Inc. totaling $28,687.50 on MPO Project - Signal Modifications 10. Approval of invoice from Pickering Firm, Inc. for $24,097.50 for engineering fees relating to 2022 Bridge Investment Grant preparation. 11. Approval of Pearl-Richland Intermodal Connector Contractor’s Estimate #5 from T. L. Wallace Construction Company for $1,674,128.36. 80% reimbursed by MDOT; 20% reimbursed by Senate Bill Funds 12. Order to adopt an Ordinance of the City of Pearl, Mississippi, amending the Code of Ordinances to include chapter 26, Article I, Section 26-11, Prohibiting the use, purchase, possession distribution, sale or offering for sale of Tianeptine. Order to approve the Vendor Agreement by and between, South Central Community AA and the City of Pearl, to accept payments for low income household water assistance program and to authorize Mayor Windham to sign all related documents. 14. Order to approve and authorize payment to Heflin Engineering, Inc. in the amount of $39,000.00 for FY22 SRF Water Systems Improvements Project. (100% reimbursed through SRF grant) 15. Order to accept and receive the donation of (2) 2010 Ford Crown Victoria with VIN#2FABP7BVXAX118281 and VIN#2FABP7BV4AX118275, to the City of Pearl Police Dept., at no cost; said items shall be placed on the inventory of the Pearl Police Department. 16. Order to approve the Agreement by and between, the City of Pearl and Bridge Builders Leadership Initiative, and to authorize Mayor Windham to sign the same. 17. Order to adopt an Ordinance of the City of Pearl, Mississippi, creating regulations related to retail business centers/with parking lots containing 25 or more parking spaces and/or a two thousand square foot minimum building; providing for installation of security camera systems for parking lot, entry and exit door surveillance; providing for a procedure for retail business centers to keep recordings for existing retail business centers; establishing penalties for violation of these sections; repealing all Ordinances in conflict; providing a severability clause; and providing an effective date. 18. Order to approve the settlement with State Farm Insurance, and to authorize the city clerk to accept the total sum of $23,243.94 and to retain the 2019 Ford Explorer (PD1903). 19. Order to approve and authorize payment to Atco International, in the amount of $26,785.28, for mosquito chemicals. (quotes obtained) 20. Order to approve the Pearl Community Center Fee and Contract Update. 21. Approval of August and September invoices from Pickering Firm, Inc. totaling $8,397.50 for MPO Project - Road Overlays 22. Order to approve and authorize the purchase of a Police K-9 from Southern State K-9 in the amount of $18,5000.00. (quotes obtained) This includes the K-9, Handler Training and yearly training. $7500.00 will be reimbursed after 4 weeks. 23. Order to set public hearing for December 6, 2022, at 6:00 p.m. to determine whether or not that certain parcel of real property owned by Bravo Realty and located at 3420 East Lisa Dr., Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to be unsightly and unkept or otherwise a menace to the public health and safety of the community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as Amended Page 2 of 4 Mayor and Board of Aldermen Revised Agenda November 1, 2022 24. Southeast Sanitary Sewer Project - approval of invoice from Hemphill Construction Company for $197,857.45 for period 9/6/22 - 10/24/22 25. Order to approve and authorize the conducting of the annual Christmas parade on December 3, 2022, and authorizing the purchase of candy to be distributed during said event and finding that such expenditures advertise and bring favorable notice to the opportunities and resources of the City of Pearl, Mississippi. 26. Order to approve and authorize the police officers identified on the proposed part-time work schedule for November 2022, which is attached hereto and made a part hereof, the use of the official Pearl Police Department uniform and official Pearl Police Department duty weapon and finding that the proposed employment is not likely to bring disrepute to the City of Pearl, or the Pearl Police Department, the officers at issue, or law enforcement generally, and that the use of the official uniform and weapon in the discharge of the officer’s private security endeavor promotes the public interest of the City of Pearl. Due to holiday season approaching multi local retailers will require once a year seasonal security as needed for the months of November and December. 27. Order to approve the mandatory annual employee safety meeting on November 18, 2022 and thereat to provide lunch for all employees. 28. Order to approve and authorize the painting and striping of 2420 Old Brandon Rd., by Traffic Control Products, in the amount of $48,760.00. (quotes obtained) 29. Order to approve the (2) year contract agreement with the option for a (2) year extension with Pafford Ambulance Service and the City of Pearl and to authorize Mayor Windham to sign all related documents. (See Contract) 30. Order to adopt a Resolution finding that the building located at 475 Parkway Dr., is surplus, the fair market value of said property is zero, and to approve and authorize the demolition of said property appropriate and in the best interest of the City of Pearl as required by law. 31. Order to approve the General Contract for Services by and between, the City of Pearl and MagCor Industries for labor services as part of the MDOC Work Release Program and to authorize Mayor Windham to sign all related documents. PUBLIC HEARINGS 21-19-11 Determine whether or not the owners and those certain parcels of real property which are listed herein, are in such a condition or state as to be unsightly and un-kept or otherwise a menace to the public health and safety of the community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as Amended: 32. Consider an Order to adopt a Resolution of the Mayor and Board of Aldermen of the City of Pearl, Mississippi declaring the intention to issue General Obligation Bonds of the city in a principal amount of not to exceed seven million dollars ($7,000,000) for the purpose of purchasing fire-fighting equipment and apparatus, and providing housing for same, and purchasing land therefor; directing the publication of a notice of such intention; approving the engagement of professionals; and for related purposes 2.
