accordance with the Laws and Procedures of the State of Mississippi.
13. Order to approve and authorize the write off of inactive water/sewer/garbage accounts as
uncollectible and to send the same to Advanced Recovery Systems, Inc., for collection.
14. Order to declare Surplus (1) 2000 Dodge Ram 3500 (Vin-3B6MC3654YYM229968); to be
sold or disposed of in accordance with the Laws and Procedures of the State of Mississippi.
15. Order to approve and authorize payment to Mississippi 811 in the amount of $9,418.17, for
Underground Facilities Damage Prevention (11/1/21-10/31/22).
16. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $42,756.92, for the Parks & Recreation Construction Project Phase III: Soccer
Concessions. (Estimate #7)
17. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $113,345.69, for the Parks & Recreation Construction Project Phase II: City Park
Improvements. (Estimate #25)
18. Order to approve and authorize Contract Change Order Seven (7) between the City of Pearl
and Clear River Construction Company, Inc., for Pearl Parks and Rec. Phase II, and to
authorize Mayor Windham to sign all related documents.
19. Order to accept Midtown Pearl District: Development Plan and Zoning District Scope and
Agreement and to authorize Mayor Windham to sign all related documents.
20. Order to approve and authorize payment to People Ready, in the amount of $23,594.24, for
temporary employee labor.
21. Order to adopt a Resolution Adopting the Hazard Mitigation Plan for the City of Pearl.
22. Order to approve the Amended Civil Rights Act of 1964 Title VI Policy relating to
non-discrimination in all City of Pearl programs and activities, regardless of the funding
source, and for those programs, projects and activities receiving Federal financial
assistance.

23. Order to approve and authorize the striping of Patton Drive @ Old Brandon Rd., by Traffic
Control Products, in the amount of $7,270.00. (quotes obtained)
24. Order to approve and authorize the Thermoplastic striping of Phillips Lane, Bass Pro Dr.
and White Blvd., by Traffic Control Products, in the amount of $31,720.00. (quotes
obtained)
25. Order to approve Amendment to Tyler Contract to include 5 new licenses for Windows
Mobile for E-Ticket in Police Interdiction Units.
26. Approval of October invoice from Pickering Firm, Inc. for $25,055 for engineering services
relating to the MPO Overlay project. 70%/30% match
27. Approval of October invoice from Pickering Firm, Inc. for $15,920 for engineering services
relating to the Traffic Signal Upgrades Project. 80%/20% match
28. Authorize the advertisement for Requests for Proposals for Engineering Services for work
related to the implementation of approved Mississippi Municipal and County Water
Infrastructure Program (MCWI) project(s).
29. Order to approve the Pearl Community Center Non-Residential Citizens and Business
Rental Fees.
30. Approval of Estimate #11 from Pickering Firm, Inc. for $67,200.78 for November
engineering on the Pearl-Richland Intermodal Connector Bridge Project. 80% MDOT
reimbursement; 20% Senate Bill funding.
31. Order to approve the purchase of a 2019 Ford Ranger XLT 4x4 from Bob Boyte Honda. The
purchase price is $33,990. There are no available new truck purchases under State Contract.
32. Order to approve the Agreement with Enterprise for the acquisition of up to 4 2023 Ford
F250 four door 4 wheel drive pick-up trucks on a 5 year lease with an option to purchase at
the end of agreement.
33. Order to adopt a Resolution of the Mayor and Board of Aldermen of the City of Pearl,
Mississippi declaring the intention to issue General Obligation Bonds of the city in a
principal amount of not to exceed eight million dollars ($8,000,000) for the purpose of
purchasing fire-fighting equipment and apparatus, and providing housing for same, and
purchasing land therefor; And for erecting municipal buildings, Armories, Auditoriums,
Community Centers, Gymnasiums and Athletic Stadiums, preparing athletic fields, and
purchasing buildings or land therfor, and for repairing, improving, adorning and equipping
the same, and for erecting, equipping and furnishing of buildings to be used as a municipal
or civic arts center; directing the publication of a notice of such intention; approving the
engagement of professionals; and for related purposes.
34. Order to approve and authorize the Subgrant between the City of Pearl and CMPDD for
congregate and home delivered meals for Senior Services and to authorize Senior Services
Director, to sign the same.

35. Order to adopt the Pearl Architectural Guidelines.
36. Approval of Contractor’s Estimate #9 from Hemphill Construction Company for
$121,985.91, on Pearl-Richland Intermodal Connector Road Realignment Project. 80%
reimbursed by MDOT and 20% by Senate Bill funding.
37. Approval of Contractor’s Estimate #5 from T. L. Wallace Construction Company for
$450,524.01, on Pearl-Richland Intermodal Connector Bridge Project. 80% reimbursed by
MDOT and 20% reimbursed by Senate Bill funding.
38. Order to approve and authorize the Annual Software Maintenance Agreement, in the
amount of $13,450.00 and Hardware Agreement, by and between the City of Pearl and BBI,
Inc., effective January 1, 2023 to December 31, 2023, and to authorize Mayor Windham to
sign the same.
39. Order to approve and authorize the amendments to increase the FY 22-23 payroll budgets of
City Clerk (46,323.43), Community Development ($110,588.11) and Auto Maintenance
($44,152.50) due to the transfer of personnel from Building and Grounds.
40. Order to set public hearing for January 3, 2023, at 6:00 p.m. to determine whether or not
that certain parcel of real property owned by Curtis E. Adams Estate, and located at 151
Cooperhurst Road, Pearl, Rankin County, Mississippi 39208, is in such a condition or state
as to be unsightly and unkept or otherwise a menace to the public health and safety of the
community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as

41. Order to set public hearing for January 3, 2023, at 6:00 p.m. to determine whether or not
that certain parcel of real property owned by Teresa Lorenz, and located at
Parcel#F08I-1-10, Pearl, Rankin County, Mississippi 39208, is in such a condition or state
as to be unsightly and unkept or otherwise a menace to the public health and safety of the
community, and therefore, prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as

42. Order to approve and authorize payment to Hemphill Construction Co., Inc., in the amount
of $520,898.78, for the SE Sanitary Sewer Improvements Project. (Estimate #2)
43. Order to adopt a Resolution of the Mayor and Board of Aldermen of the City of Pearl,
Mississippi declaring the intention to enter into a loan agreement with the Mississippi
Development Authority in a principal amount of not to exceed one million five hundred
thousand dollars ($1,500,000.00) for the purpose of purchasing a firetruck and directing the
publication of a notice of such intention; and for related purposes.
44. Order to approve and authorize payment to Gray-Daniels Ford Lincoln in the amount of
$158,895.00 for (5) 2022 Ford F-150s. (Vehicles were included in Lease Purchase with
Community Bank November 5, 2021)

thereat to provide lunch for all employees.
