7. Order to approve and authorize the police officers identified on the proposed part-time work
schedule for May 2023, which is attached hereto and made a part hereof, the use of the
official Pearl Police Department uniform and official Pearl Police Department duty weapon
and finding that the proposed employment is not likely to bring disrepute to the City of
Pearl, or the Pearl Police Department, the officers at issue, or law enforcement generally,
and that the use of the official uniform and weapon in the discharge of the officer’s private
security endeavor promotes the public interest of the City of Pearl.
8. Approval of Recommendation of Award to Hemphill Construction Company for lowest and
best bid on the Grandview Heights Sewer Rehabilitation project.
9. Order to approve and authorize the purchase of wheels and tires for (3) Ford F250 trucks
from Line X, in the amount of $9,600.00. (quotes obtained)
10. Please approve payment to Holmes Community College for Spring 2023 Semester in the
amount of $7,161.98.
11. Order to adopt Resolution supporting participation of minority and women-owned and
operated business participation in the implementation MS Municipality and County Water
Infrastructure (MCWI) projects funded with federal monies.
12. Approve and authorize the request for approval by MS Wireless Communications
Commission to purchase new Motorola mobile and portable radios to operate on the
MSWIN Radio Network for both Pearl Police Department and Pearl Fire Department on
State EPL contract RFP #3429; Mississippi Code Section 25-53-171 gives the Commission,
in conjunction with the Department of Information Technology Services, the authority and
responsibility to approve all wireless communication purchases within the state and to set
forth rules and regulations governing these purchases. Any public entity may purchase
subscriber and console equipment from the Mobile, Portable, and Dispatch Console Units
list under the same rules and regulations as those outlined for the ITS 2-Way Radio EPL.
Any procurement of wireless communication equipment and services which when
combined with previous procurements during the current fiscal year exceeds $100,000
requires prior approval by the WCC. Please see supporting documentation
13. Order to approve football and cheer registration. Registration will be June 1 - 30, 2023.

14. Order to approve and authorize the purchase of (1) 2023 F150 Truck from Gray Daniels
Ford in the amount of $48,500.00, for the K-9 unit. (quotes obtained)
15. Order to approve and authorize the upfitting of (1) 2023 Ford 150, by On Duty Unlimited,
in the amount of $11,776.17. (quotes obtained)

16. Order to approve and authorize the purchase of 0.12 acre easement from Pauline Singleton,
0.26 acre easement from Dornette Thompson, 0.23 acre easement from Washington and
Geraldine Drake, and 0.004 acre easement from James and Clara Therrell for a sewer
construction project which is a proper municipal purpose to provide sewer services, at
$1250 each parcel, for a total agreed upon purchase price of $5,000 and said purchase
price is commensurate with the fair market value and to authorize Mayor Windham to
execute any and all necessary documents associated therein.
17. Order to approve the contract between the Non-Compensated Special Investigator Contract
by and between, The Mississippi Bureau of Narcotics, Gregory W. Jones, and the Pearl
Police Department and to authorize Chief Scott to sign all related documents.
18. Order to approve and authorize payment to Heflin Engineering, Inc. in the amount of
$60,000.00 for FY22 SRF Water Systems Improvements Project. (100% reimbursed
through SRF grant)
19. Order to approve and authorize payment to People Ready, in the amount of $19,016.91, for
temporary employee labor.
20. Order to approve and authorize the purchase of 0.01 acre perpetual easement from James
Aycox for the Grandview sewer construction project which is a proper municipal purpose to
provide sewer services, for an agreed upon purchase price of $700 and said purchase price is
commensurate with the fair market value and to authorize Mayor Windham to execute any
and all necessary documents associated therein.
21. Order to adopt a Resolution by the Board of Aldermen of the City of Pearl, Mississippi,
pursuant to Miss. Code Ann. Sec. 23-15-857 to authorize a special election to fill a vacancy
for Ward Five Alderman and for related purposes.
22. Order to accept the revised preliminary plat for Shadow Ridge Subdivision and confirming
the 25 foot rear buffer for lot 21 through 32 and further acknowledging any future request of
a 5 foot front variance for said lots on the final plat for a net 30 feet from rear property line.
PUBLIC HEARINGS
1. Consider request by Heritage Mississippi, LLC, to grant a Conditional Use Permit to
operate a mortuary/crematory facility at 4327 Old Brandon Road, Pearl, Mississippi 39208.
GENERAL BUSINESS
1. Discuss status of structure located at 2521 Highway 80, Pearl, Mississippi, 39208.
