6. Approval of wage increases.
7. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $49,399.63, for the Parks & Recreation Construction Project Phase II: City Park
Improvements. (Estimate #30)
8. Order to adopt a Resolution Appointing Mississippi Municipal League 2023 Voting
Delegates for the City of Pearl, MS. Said delegates to be: Voting Delegate: Jake Windham,
First Alternate: John McHenry.
9. Order to approve a for-profit event at the Old High School gym. The event is a small family
circus called Dusty's All Star Circus. It is a family-friendly circus with no animals.
10. Order to approve payment of April Invoice from Pickering Firm, Inc. for $11,115.00 for
engineering on the Traffic Signal Modification MPO Project.
11. Order to approve the MS Municipal and County Water Infrastructure Grant agreement for
SE Sanitary Sewer Phase II, and to authorize Mayor Windham to execute all documents.
12. Order to approve the MS Municipal and County Water Infrastructure Grant agreement for
Citywide Sewer Rehabilitation and to authorize Mayor Windham to execute all documents.
13. Order to appoint James Thompson to the Parks and Recreation Commission to fill the
vacancy left by Dwight Knight.
14. Order to approve the Project Activation for 2023 MPO Transportation Alternative Grant
Award: Mary Ann Sidewalk and Riverwind Sidewalk and to authorize Mayor Windham to
sign all documents.
15. Order to approve and authorize Brandon Jordan and Cole Morgan to attend an eight-week
Supervisor/Trainer course for K9 by Southern States K-9, LLC. The cost of $10,000.00 will
be paid by donations.
16. Order to approve the payment of March invoice from Pickering Firm, Inc. for $60,486.51 on
the Pearl-Richland Intermodal Bridge Project. (100% funded)
17. Order to approve the Mutual Aid Agreements with Central MS Correctional Facility and
MSANG Fire Departments and to authorize Mayor and Fire Chief to sign all related
documents.
18. Order to adopt a Resolution to adjudicate the cost of cutting the grass at the property at 256
Bruin Avenue and assess the cost against the property.
19. Order to adopt a Resolution to adjudicate the cost of cutting the grass at the property at 212
Louisa Street and assess the cost against the property.
20. Order to adopt a Resolution to adjudicate the cost of cutting the grass at the property at 525
Planters Cove and assess the cost to the property.

21. Order to set public hearing for June 20, 2023 to determine whether or not a Conditional Use
Permit to allow Michael Engle to build and operate a self-storage facility at Country Place
Parkway(Parcel#F08L-9-33), Pearl, MS 39208 shall be granted.
22. Order to set public hearing for June 20, 2023 to determine whether or not a Conditional Use
Permit to allow Gurmej Singh to build and operate a convenience store at 643 S. Pearson
Road Pearl, MS 39208 shall be granted.
23. Order to approve the promotion of Jonathon Welker from Flex Unit to Investigator.
24. Order to approve and authorize the purchase of (2) F150 Trucks from Gray Daniels Ford in
the amount of $44,450.00 each. (quotes obtained)
25. Order to approve Task Order #1 under the General Services Agreement with Neel-Schaffer
on the Highway 80 Lighting Project (from Pearson Road to Pirate Cove) to provide
professional engineering services to the City of Pearl in the preparation of lighting plans
along the referenced section of Highway 80, and to authorize Mayor Windham to execute
all documents.
26. Order to approve the recommendation of Award to AJ Construction, Inc., for lowest and
best bid on the Road Overlay project.
27. Order to set public hearing on June 20, 2023 at 6:00 p.m., to determine whether or not that
certain parcel of real property owned by Michael R. Barrett and located at 3357 Patterson
Drive, Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to be
unsightly and unkept or otherwise a menace to public health and safety of the community,
and therefore prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of
Peal, Mississippi and Section 21-19-11 of Mississippi Code of 1972, as Amended.
28. Order to set public hearing on June 20, 2023 at 6:00 p.m., to determine whether or not that
certain parcel of real property owned by Paul B. & Jennifer R. Emerson, and located at
Eldorado Park Drive, Pearl, Rankin County, Mississippi 39208., is in such a condition or
state as to be unsightly and unkept or otherwise a menace to public health and safety of the
community, and therefore prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Peal, Mississippi and Section 21-19-11 of Mississippi Code of 1972, as
Amended.
29. Order to set public hearing on June 20, 2023 at 6:00 p.m., to determine whether or not that
certain parcel of real property owned by Rashad Thompson, and located at 426 Old
Whitfield Road, Pearl, Rankin County, Mississippi 39208, is in such a condition or state as
to be unsightly and unkept or otherwise a menace to public health and safety of the
community, and therefore prohibited, pursuant to Chapter 24 of the Code of Ordinances of
the City of Peal, Mississippi and Section 21-19-11 of Mississippi Code of 1972, as
Amended.
30. Order to approve and authorize the emergency purchase and repairs to Hillendale Well by
Griner Drilling Service Inc., in the amount of $249,700.00.

31. Order to adopt a Resolution accepting the bid of Hemphill Construction Company, Inc. for
FY21 Water Distribution Improvements Project, finding that the conforming bid of
Hemphill Construction Company, Inc., is the best bid in the amount of $1,942,000.00, and
that the contract should be and hereby is awarded to Hemphill Construction Company, Inc.,
and to authorize Mayor Windham to sign all related documents.
PUBLIC HEARINGS
1. Consider request by MCM Adventures to grant a conditional use permit to operate an after
school program and a summer camp at 190 Eldorado Road, Pearl, MS 39208.
2. Consider Amendment to the Official Zoning Ordinance of the City of Pearl, Mississippi.
