APPROVAL OF CONSENT AGENDA ITEMS:
All items under this heading will be considered to be approved with one motion and one vote. If further
discussion is desired on any item, it will automatically be removed from the consent agenda and will be
considered as a general business item.

6. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $46,461.42, for the Parks & Recreation Construction Project Phase II: City Park
Improvements. (Estimate #33)
7. Order to approve and authorize payment to Clear River Construction Co., Inc., in the
amount of $8,414.51, for the Parks & Recreation Construction Project Phase III: Soccer
Concessions. (Estimate #13)
8. Order to approve and authorize the payment of $5,800.00 to Technology for Environmental
Systems, Inc for the emergency repairs to the sewer treatment system for the new soccer
building.
9. Order to approve and authorize the financing for the purchase of (50) 2024 EZGO RXV gas
fleet golf carts under state contract # 8200067232 from Ben Nelson Golf & Outdoor in the
total amount of $255,000 and to authorize Mayor and/or City Clerk to sign any necessary
documents. And to authorize the 1st yearly payment of $44,646.50. This purchase will be
financed for 4 years with a balloon payment due February 1, 2028, to be paid by the trade-in
value of fleet for a new lease/purchase as recommended by the purchasing agent. This
purchase will not occur until January 2024, however, this order will need to be approved in
advance to get the order placed to build the golf cart fleet.
10. Order to approve and authorize payment in the amount of $6,240.00 to Harcros Chemicals
for Chlorine.
11. Order to adopt a Resolution finding that the certain items identified on the attached list,
submitted by Public Works, which is incorporated herein by reference, as surplus, and to
approve the disposal and/or sale of each item as required by law.
12. Order to approve the termination of the contract with Hemphill Construction Company in
connection with the Grandview Heights Sewer Rehabilitation Project and to authorize
Mayor Windham to sign all related documents.
13. Order to approve and authorize the advertisement for engineering services on the N. Pearl
Interceptor Rehabilitation Project
14. Order to approve and authorize payment of Pay App #2 in the amount of, $377,000.00, to
PATH Company for the LED Energy Savings Project.
15. Order to approve and authorize payment to Central Pipe in the amount of, $14,097.00 for
5/8” M25 Badgers.

16. Order to approve and authorize payment of July invoice to Pickering Firm, Inc. in the
amount of, $7,336.25 for Site Civil Design of the Central Fire Station.
17. Order to approve and authorize payment to Pickering Firm in the amount of $9,000.00, for
Central Fire Station design.
18. Order to approve and authorize payment of July Invoice in the amount of, $17,008.75, for
Pickering Firm for engineering relating to the Central Fire Station.
19. Order to approve the request for assistance from the Central Mississippi Planning and
Development District in order to show the intent to apply for Delta Regional Authority
funds relating to the SE Sanitary Sewer Project Phase II and to authorize Mayor Windham
to sign all related documents.
20. Approval of Resolution for Matching Funds relating to the Delta Regional Authority
application for the SE Sanitary Sewer Project Phase II.
21. Order to accept the final plat for Tower Ridge.
22. Order to set public hearing for September 5, 2023 to determine whether or not a Conditional
Use Permit to allow Journey Church MS Inc. to operate a church at 339 Cross Park Drive,
Pearl, MS 39208.
23. Order to set public hearing for September 5, 2023, at 6:00 p.m. to determine whether or not
that certain parcel of real property owned by Robert E. Stribling, David K. Stribling, and
Barbara S. White and located at 3733 Old Brandon Road, Pearl, Rankin County, Mississippi
39208; is in such a condition or state as to be unsightly and unkept or otherwise a menace to
the public health and safety of the community, and therefore, prohibited, pursuant to
Chapter 24 of the Code of Ordinances of the City of Pearl, Mississippi and Section
21-19-11 of the Mississippi Code of 1972, as Amended.
24. Order to set public hearing for September 19, 2023 to amend the Official Zoning Map.
25. Order to approve and authorize the advertisement for construction for Central Fire Station
and Fire Station No. 5.

1. Determine whether or not a Conditional Use Permit shall be granted to allow Ahmad Duais
to operate a Medical Cannabis Dispensary at 3139 Greenfield Road, Pearl, MS 39208.

Determine whether or not the owners and those certain parcels of real property which are listed herein,
are in such a condition or state as to be unsightly and un-kept or otherwise a menace to the public health
and safety of the community, and therefore, prohibited, pursuant to Chapter 24 of the Code of
Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as
