CITY OF PELICAN RAPIDS COUNCIL MINUTES – 7-26-00 The City Council of Pelican Rapids met in regular session at 3:30 p.m. on Wednesday, 07-26-00, in the Pelican Rapids Public Library. Present: Mayor Wayne Runningen, Council Members Paulette Nettestad, John Waller III, Denise Magnusson and Dave Gottenborg. Absent: none. Also present: Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Street Superintendent Vern Benson, Utilities Superintendent Brent Frazier, Jim de Lambert, Bonnie Weaklend, David Shaw of Pelican Valley Nursing Home and Gary Peterson of Pelican Rapids Press. Meeting called to order by Mayor Wayne Runningen. Facilities Study Committee Report was added to the agenda. Jim de Lambert of Liesch Asssociates, Inc. presented information regarding collection and review of well pumping and aquifer data. De Lambert provided a Work Plan and Cost Estimate for a Well Study Report. Analyzing the data could be done within a few weeks, but it may take more time to gather information on the wells. Council discussed ways to combine this study with the Minnesota Department of Health Well Head Protection Plan testing that is also being planned. Utilities Superintendent Brent Frazier will do some additional checking with the State of Minnesota regarding their schedule and Thein Well regarding cost of pulling pumps to measure deep wells. Frazier will report back to Council and will also inform de Lambert. Administrative Assistant Richard A. Jenson reviewed the Planning Commission’s recommendation to approve a Special Use Permit to allow Pelican Valley Nursing Home to construct approximately 20 units of attached assisted living to the existing building. Pelican Valley Nursing Home Administrator Dave Shaw reviewed the proposed plans with the City Council and answered questions about the proposal. Motion by Gottenborg, seconded by Nettestad to accept the Planning Commission’s recommendation and grant the Special Use Permit to Pelican Valley Nursing Home with the following restrictions: 1. Reserve as much parking as possible. 2. Provide adequate drainage 3. Permit will include a possible ten foot variance in the Wetland required setback. Motion passed unanimously. Jenson reviewed the City Attorney’s recommendation and the Planning Commission’s recommendation to change City Ordinance to permit churches in commercial zones by special use permit. As an additional ordinance change the Planning Commission recommended permitting post and beam type buildings in residential zones as long as they meet construction specifications set forth by the City Council through a resolution. Motion by Gottenborg, seconded by Waller to accept the Planning Commission’s recommendation and introduce the following resolution to permit post and beam construction by resolution and to permit churches in commercial zones by special use permit by introducing Ordinance No. 00-3, AN ORDINANCE TO AMEND CITY CODE SECTION 901.09. RELATING TO POLE CONSTRUCTION BUILDINGS AND TO AMEND CITY CODE SECTION 905.04, SUBDIVISION 2, F.4. RELATING TO CHURCH USES IN A COMMERCIAL ZONE. Voting yes: Mayor Runningen, Council Members Nettestad, Gottenborg, Waller and Magnusson. Voting no: none. Motion passed unanimously and ordinance is declared duly adopted upon publication. Minnesota Department of Aeronautics has informed the City of Pelican Rapids that the City is to receive a Lighting Award for maintaining the airport lights without interruption for three years. Motion by Gottenborg, seconded by Waller to appoint the following election judges for the September 12th Primary Election and the November 7th General Election: Lavonne M. Albright, Daren J. Berube, Brent E. Frazier, Shirley Irey, Patricia Krekelberg, Sonja Kuhlmann, Julie A. Lammers, Jean McDonald, Lorraine Ohe, Betty Petkewick, Muriel Rogelstad and Merrilee Ottoson. Motion passed unanimously. Motion by Magnusson, seconded by Nettestad to certify the following unpaid utility bill in the amount of $138.28 for collection with real estate taxes on Parcel No. 51- 000. Motion passed unanimously. Mayor Runningen discussed a letter about fireworks. Mayor Runningen excused himself from chair. Acting Mayor Gottenborg assumed the chair and discussed the Facilities Study Committee’s recommendation to have David Shultz update remodeling costs on the Lake Region Electric Cooperative’s former headquarters for the City of Pelican Rapids. Motion by Nettestad, seconded by Magnusson to authorize Architect David Shultz to update City of Pelican Rapids Facilities Study relevant to the Lake Region Electric Cooperative’s building on north Hwy. 59. Voting yes: Magnusson, Nettestad, Gottenborg and Waller. Abstaining: Runningen. Voting no: none. Motion carried. Mayor Runningen resumed the chair.
