CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-10-26-04
The City Council of the City of Pelican Rapids met in regular session on Tuesday,
10-26-04, at 4:00 p.m., in Council Chambers of City Hall, 315 N. Broadway.
Mayor Wayne Runningen, Council Members Ben Woessner, Denise Magnusson,
David Gottenborg and John E. Waller, III, were present. No one was absent. Clerk-
Treasurer Glenys Ehlert, Liquor Store Manager Bob Leslie, Judith Marko and Jackie
Peterson were also present.
Meeting called to order by Mayor Runningen.
Emergency Response Training Session, Park Board Update, Cleary Building Corp.
and Liquor Store were added to the agenda.
Motion by Magnusson, seconded by Woessner to approve the 10-26-04 Accounts
Payable Listing with the following additions: Martin Butus, Translating, $20.00; Julie
Lammers, Election Mileage, $16.06; Scott Sachs, Police Mileage, $16.43 and Jeff
Stadum, K-9 Education, Slab for Kennel, $263.34. Motion passed unanimously.
Mayor Runningen reviewed the report on a request for an easement from Otter Tail
Power. City Attorney Greg Larson will continue research and report at next City
Council meeting.
Mayor Runningen reviewed report on Cleary Building Corp.
Magnusson reported on Park Update. There is no space available for a skating rink
at the Thompson Park.
Council discussed engineering firms. Mayor Runningen will check with other cities
about naming a city engineering firm and report to Council on 11-08-04.
Liquor Store Manager Bob Leslie was present. Council reviewed the 09-30-
04 Liquor Store Report.
Council Member John E. Waller, III, arrived at 4:30 p.m.
Council discussed the Rural Minnesota Emergency Response Training Session
on 11-09-04 in Sauk Rapids. There is no charge for the seminar. Motion by
Gottenborg, seconded by Woessner to approve expenses, including mileage, meals
and motel rooms, for Emergency Management Director Vern Benson and Council
Member Denise Magnusson to attend the training session. Motion passed
unanimously.
Motion by Gottenborg, seconded by Waller to authorize purchase of office work
station from Cooper’s Technology Group for the administrator’s office in the amount
of $3706.15. Motion passed unanimously. The general fund capital outlay portion
of the bill in the amount of $1853.08 is in the budget. The water and sewer fund
portions would be $926.54 each.
Council discussed the Board of Review Duties. Council Members said this service
is valuable to citizens of Pelican Rapids because the citizens do not have to travel
to Fergus Falls and many times the assessor can view the property the same day as
the Board of Review for prompt resolution of concerns. Motion by Magnusson,
seconded by Gottenborg to keep the Board of Review Process as a local
process. Motion passed unanimously.
Motion by Waller, seconded by Gottenborg to approve the Chamber of Commerce
Gambling Permit with no waiting period. The raffle drawing will be 12-18-04 at the
VFW Post 5252. Motion passed unanimously.
Mayor Runningen reported that the earth work at the Public Works Garage is
scheduled to begin tomorrow.
Mayor Runningen explained that he had a conversation prior to Council meeting with
Jackie Peterson regarding Well No. 14. Runningen asked Peterson to feel free to
contact himself, Council Members or City Hall if she had any further questions.
