Minutes Architectural Review Board Wednesday, July 10th, 2024 Multipurpose Room, Petersburg Public Library 201 W. Washington St. 6:00 p.m. In attendance: Louis Malon, Joe Battiston, William Hartsock, Joseph Yates and Celeste Wynn Absent: Dino Lunsford, Larry Murphy 1. Meeting was called to order at 6:00 pm 2. Approval of Agenda Action: Agenda was approved. 3. Officer Elections a. Joe Battiston as chair: Louis Malon motioned; Bill Hartsock seconded. Louis Malon as vice- chair: Joe Yates motioned; Bill Hartsock seconded. 4. Review of Minutes Action: Defer approval of June Minutes until ARB members can more thoroughly review them. 5. Public Information Period No public comments were received. 6. Consent Agenda (Administrative Approval Requests) Board approved 214 S Adams Street, motioned by Joe Yates, seconded by Louis Malon. 7. Request for Certificates of Appropriateness a. 605 Plum Street; Old Towne Historic District; Owner/Applicant: Patrick DeRoche- Tabled until the next meeting, Louis Malon motioned, Bill Hartsock seconded the motion. b. 216 North Sycamore; Courthouse Historic District; Owner/Applicant: Andrew Gernux- Tabled until the next meeting due to ARB wanting to see the LED signs in question. Joe Yates motioned; Louis seconded. c. 622 Grove Ave; Old Towne Historic District; Owner/Applicant: Delfina Sanchez- Tabled until the next meeting, Louis Malon motioned, Bill Hartsock seconded the motion. d. 115 Pine Street; Folley Castle Historic District; Owner/Applicant: Derwin Kinston Jr.- Applicant can repair roof, repair chimneys, new gutters and doors approved. Louis Malon motioned; Bill Hartsock seconded. e. 104 Marshall Street; Poplar Lawn Historic District; Owner/Applicant: Victoria Glazer- Applicant applied to construct a cement driveway, two story garage and a pergola. Approved: Brick driveway instead of cement and pergola Tabled: Garage Bill Hartsock motioned first; Celeste Wynn seconded. f. 401-403 Grove Avenue; Old Towne Historic District; Owner/Applicant: Melanie R. Thompson - Applicant proposed a new construction with these materials: Black asphalt shingles, navy blue color, no front steps, Fibrex or aluminum clad windows. Motion was approved. Celeste Wynn motioned; Bill Hartsock seconded. g. 122/124 West Tabb Street; Courthouse Historic District; Owner/Applicant: Corey Bullock – The Board looked at plans presented; they questioned the fence height. Motion approved as presented. Joe Yates motioned; Celeste Wynn seconded. The applicant needs to confirm with Zoning about the fence height. h. 123 Franklin Street; Centre Hill Historic District; Owner/Applicant: Father Gino Rossi - The applicant wished to replace the windows with safer windows made of Pella Fibrex windows. Motion approved. Celeste Wynn motioned; Louis Malon seconded. i. 318 Grove Avenue; Old Towne Historic District; Owner/Applicant: Thomas Hennessey - Applicant in violation of Design Guidelines due to new gate not matching rest of the fence. Motion: Cut the metal frame and wooden pickets down to proper 3 ½ ft height within 90 days OR lower the metal frame and use old pickets and screw those into metal. Celeste Wynn motioned; Joe Yates seconded. j. 124 Pine Street; Folley Castle Historic District; Owner/Applicant: Anthony Jackson - Applicant proposed construction of a new single-family dwelling using dimensional asphalt shingles, Fibrex or aluminum clad windows, Richmond rail, 6ft fence. Motion approved as submission with details. Louis Malon motioned; Celeste Wynn seconded. k. 7 Bollingbrook Street; Old Towne Historic District; Owner/Applicant: Lewis Waskey - Applicant wishes to replace tent with a permanent pavilion. Motion approved along as permitting process gets submitted within 60 days. Louis Malon motioned; Celeste Wynn seconded. 8. Old Business a. 25/27 Jefferson Street – Motion approved formally; Joe Yates motioned; Louis Malon seconded.
