CONSIDERATION OF ITEMS REMOVED FROM THE CONSENT AGENDA Councilman Jonathan Hisey pulled items d and e. Item d Councilman Jonathan Hisey addressed the council There was a deduct for overpayment to Williams. Where do you get the amount due to pay to Williams? City Clerk Jennifer Smith addressed the council The month before we overpaid so I deducted it from the next payment. We get the amount owed from the tax commission. Councilman Jonathan Hisey addressed the council CD Tech equipment training was $9,580 for asphalt training, is that for a one-time training or how was that done? City Manager Jason Orr addressed the council That was Canadian County training on asphalt. Public Works Director Doug Baustert addressed the council It was a one-week course for one time training on asphalt. Councilman Jonathan Hisey addressed the council There was a payment for $17,347 on milling, what was that? Why was that so high? City Manager Jason Orr addressed the council That was an overpayment. We paid that Twice. We have already been refunded for the over payment. Councilman Jonathan Hisey addressed the council There was equipment that was approved for purchase in April this year, have the funds been applied to that yet? City Clerk Jennifer Smith addressed the council The only place funds have been applied is on things already purchased. Money said to be spent are not tracked on this. Several of the funds have a negative balance. I want to check into that to ensure we stay in compliance. City Manager explained that there are transfers that still needed to be done. Councilman Melissa Ashford made a motion to approve item e of the consent agenda. I know she has a business on Monroe. I’ve spoken with her a couple times and she has some really great ideas and wants to be involved with the community. Mayor Pro Tem Kevan Blasdel made a motion to appoint Alexa McNeil for the seat on the Park and Recreation board. Motion was seconded by Councilman Melissa Ashford. He is an economic developer and lives here in Piedmont. He has been involved with the meetings and community for over 2 years. HEARING OF CITIZENS - Topics to include those items not listed in the agenda. Bill Long Addressed the council I’ve been asked a couple of times, which is why I ask, can we put up some kind of notice of zoning changes? We used to have a sign posted in the yard stating “This property is subject to zoning change from X to Z”. This allows the neighbors to be informed of the changes happening. BUSINESS ITEMS– a) Discussion, consideration and possible action on public reporting of road maintenance on City streets. Councilman Jonathan Hisey addressed the council People want more information of what is going on, where we are at with road projects, what we have been working on, and etc. I want a schedule that says what public works is planning on working on this week or month. After the week or month is up, put and update out there that says what public works did and didn’t do due to water leaks or other things that came up that needed attention quickly. I don’t see how we could put too much information out to the public. We don’t need lists, we need updates. Councilman Melissa Ashford address the council Do you think that would give people a reason to bash the Public Works? They already feel the pressure of not doing enough or the right things in the correct manner in the communities’ eyes. We are here to do what is best for the city. If we are going to only put half-truths of what the city staff are doing, then we are putting pressure on the public works staff. How many working hours do you have to take phone calls when the half-truth goes out on Facebook? City Manager Jason Orr addressed the council We would need to create a position for someone to constantly update and blog this information. Councilman Ron Cardwell addressed the council On the website there is a reporting system. As a councilman I have never received these reports. Where do they go? Who gets them, how do we keep track of them? Where can I get a copy of these? I would like to put these out to the public so we can see where we have most reported problems. I want some kind of list sorted to see all the online reports. Public works Director Doug Baustert addressed the council The people who use the online report system come to me. I keep track of them. Most people who put in reports, I speak with and we get the situation figured out. The complaints on Facebook tend to be people just complaining to complain. The ones who truly care, I hear from them. I spend hours on the phone talking with people to help them understand what it is we are really doing. We work three weeks of the month patching. The lists are long, it will take time. Our patch truck holds three tons, that is not enough to patch all the potholes on one road; what we do is, go through and patch the absolute worst of the worst potholes on the worst roads. We work our way down the list by how bad the roads are. We are working hard but 3-2 guys will never get this caught up. Councilman Ron Cardwell made a motion to approve item a. Mayor Kurt Mayabb addressed the council The community wants to know where we are on the road plan. We are about to go into the budgeted year for these roads. I would like it to be said that the roads that get voted on 6 months prior can change. We vote to do the roads that are worst at the time. Some roads could deuterate quicker than others. If we see a road quickly getting worse- that road will be put on the list. We did not put in the motion that these roads were contingent on the road tax passing. We do have to remember that the budget we have is not available for road projects only. There is other road maintenance that will come from that budget. Councilman Austin Redus addressed the council The 5-year plan was voted based on the $28 tax passing, correct? Councilman Ron Cardwell addressed the council Do we track our tort claims? Do we have a number amount that our insurance pays out on claims? When there are repeated claims for a specific place, is the public works notified of that? We can hire the County to do repairs. If Canadian County cannot do repairs for us, then we can p advertise in the paper that we are taking bids. Director of Public Works Doug Baustert addressed the council When we receive repeated tort claims, The City Clerk Jennifer Smith informs me. I have the guys go out and get them fixed. c) Presentation, discussion, consideration and possible action on Mustang Road Project including easement offer letters by Brinley Engineering. City Engineer Jason Brinley addressed the council update on mustang between and 164th and 178th. 80% of the project is done. Utility relocation that is needed requires us to go in the easements. I have sent letters stating what we are doing, would you like to donate the land. We have had three people say no and another said yes. Next, what we will do is send offer letters. Councilman Ron Cardwell addressed the council Why are we paying twice? I don't see a need to buy an easement we already own. Councilman Melissa Ashford made a motion to send letters to property owners and bring them back to the next city council meeting. Motion was seconded by Councilman Austin Redus. Mayor Kurt Mayabb addressed the council Cimarron does not have a speed limit sign. A resident has requested one due to it being unsafe. all unmarked roads are 30 mph. 164th and Cimarron for northbound traffic and Waterloo Road need a sign as well. Chief singer addressed the council We will get some signs stating unmarked roads are 30mph. Mayor Kurt Mayabb made a motion to get general 30mph signs on 164th between Cimarron and Waterloo. Councilman Ron Cardwell addressed the council There are mixed terms used. I would like to replace He/She with an applicant. Community Development Director Scott Garnand addressed the council We changed the local government to city council. we changed the wording from accompanying all information to required information. Mayor Kurt Mayabb addressed the council I would like to have the weekly reports back. The weekly reports help us communicate back to the community. I would like to post something about what the public works did and are doing next. City Manager Jason Orr addressed the council I want to continue the report as well. as the council you have to be cautious on how you communicate the information to the community. The Public Works already have a lot of pressure on them. I will start doing a bi weekly report. Councilman Jonathan Hisey addressed the council plenty of cities do reports that go out with agendas. I don't see how we could ever give out too much information. Councilman Ron Cardwell addressed the council I want the reports back, there was a lot of good information in there. It is our job to take in what the community wants. g) Discussion, consideration and possible action on the Council Rules. Councilman Ron Cardwell addressed the council on discussion items, why do we not have a public hearing on them all? I would like to add them at the discretion of the chairman. City attorney Michael Segler addressed the council I leave it up to the chairman to determine if they want to have a public hearing. This City has more public hearings than most other cities. City Manager Jason Orr addressed the council This board meets monthly and has about 8 hours of work a month. City Attorney Michael Segler addressed the council This allows the City Manager to spend only so much money at a time. Some purchases would still need bids. Councilman Ron Cardwell addressed the council The county's purchase limit is $25,000. i think we should start publishing bids in a major paper not only the local papers. I think this would bring more bids. Mayor Pro Tem Kevan Blasdel addressed the council  I think $25,000 is a good purchase limit.
