SPECIAL MEETING/WORKSHOP OF THE PIEDMONT CITY COUNCIL GEORGE FINA MUNICIPAL BUILDING - 314 EDMOND ROAD NORTHWEST Wednesday August 4, 2021 at 6:00 PM MEMBERS PRESENT: Mayor Kurt Mayabb, Mayor Pro Tem Kevan Blasdel, Councilman Ron Cardwell, Councilman Jonathan Hisey, Councilman Melissa Ashford ABSENT: Councilman Austin Redus STAFF PRESENT: City Manager Jason Orr, City Clerk Jennifer Smith, and City Secretary Arielle Garcia. 1. CALL TO ORDER - Mayor Kurt Mayabb called the meeting to order at 6:00pm 2. ROLL CALL - City Clerk Jennifer Smith called roll and a quorum was present 3. BUSINESS ITEMS – 1) Conduct a financial workshop with accountants from Crawford and Associates Frank Crawford addressed the council We historically would give you a score in the past. This city has always scored very high. That doesn't mean that you have the best roads of living conditions. Most people get high scores by saving a great deal of money. I’m seeing now that you are wanting to find a blend of the two- saving money but also updating the roads. We need to find a spending priority. If you budget this x amount in a department and you budget $500 for office supplies. You go over in supplies- that is okay as long as you don't go over in the total budget. Minimum saving percent is 10%, I like to have a 20-30% savings. We have been 60-75% in the past years. You have to amend your budget or reduce your spending on projects. Money spent on roads is shown in capital assets. councilman Jonathan Hisey addressed the council The capital improvement fund had 1.3 million and the budget projected it would be negative 800,000. Math says it should have been this amount *** councilman Ron Cardwell addressed the council How do you recognize the money spent on roads? 2) Discussion of road projects and related funding for fiscal year 2021-22 mustang from 164th-178 with the amount of $700,000. 220th from piedmont road - mustang with the amount of $200,000. 192nd from cemetery road - Frisco with the amount of $200,000. Morgan from 206 - 192 with the amount of $122,000. 206 from sara - county with the amount of $99,000. emergencies with the amount of $400,000. Morgan from 178- 192 with an amount of $200,000. Apache repairs with the amount of $450,000. 4.
