MEMBERS PRESENT: Vise Chair Craig Edison, Commissioner Steve Bottkol, and
Commissioner Bryan Seale
ABSENT: Chairman Richard Felton and Commissioner Jeff Rycroft
STAFF PRESENT: Community Development Director Scott Garnand, City Secretary
Arielle Garcia and City Attorney Michael Segler.
1. CALL TO ORDER- Vise Chairman Craig Edison called the meeting to order at 6:00pm
2. ROLL CALL- City Secretary Arielle Garcia called roll and a quorum was present
3. CONSENT AGENDA- All items on the consent agenda are non-controversial and may be
approved by one motion for items.
a. Approval of Minutes for the Planning Commission meeting held April 5th 2021.
Commissioner Brian Seale made a motion to approve item a of the consent agenda. Commissioner Steve
Bottkol seconded the motion.

the motion.

Community Development Director Scott Garnand addressed the commission
He's wanting to build a house to raise a family and grow. It is zoned correctly. It meets all requirements.
Commissioner Brian Seale made a motion to close the public hearing. Commissioner Steve Bottkol seconded
the motion.

Melissa Purvis at the following described property: THE NORTH HALF OF THE
SOUTHWEST QUARTER (N/2 SW/4) OF SECTION TWELVE (12), TOWNSHIP
FOURTEEN (14) NORTH, RANGE SIX (6) WEST OF THE INDIAN MERIDIAN,
CANADIAN COUNTY, OKLAHOMA
Vise Chairman Craig Edison made a motion to open the public hearing. Motion was seconded by commissioner
Steve Bottkol.

Melissa perverse addressed the commission
This is an 80-acre lot. One track is 66 acres and the other track is 14 acres.
Vise Chairman Craig Edison made a motion to close the public hearing.

Community Development Director Scott Garnand addressed the commission
This a large lot. The owner wants to make this into smaller lots.
Commissioner Brian Seale made a motion to approve business item d of the consent agenda. Commissioner
Steve Bottkol seconded the motion.

e) Discussion, consideration, and possible action on Subdivision regulation 3-3 and 4-1
City Attorney Michael Seagler addressed the Commission
We want to change some wording. We will change the word Government to City Council.
Community Development Director Scott Garnand addressed the commission
Some of the changes are correcting the numbering. We will put everything in order- in example it
currently is 2,3,4, then 1.
Commissioner Brian Seale made a motion to have the ordnance drafted and sent to the council. Motion was
seconded by commissioner Steve Bottkol

Community Development Director Scott Garnand addressed the commission
The rezone application has been pulled on Moffat.
8. COMMISSIONER’S COMMENTS
Commissioner Steve Bottkol addressed the commission
The comp plan is kind of old. The city is changing. We own the city to restate it. We shouldn’t wait ten
plus years. Developing businesses is always talked about. When businesses see our comp plan, they are deterred
from moving here.
City Attorney Michael Seagler addressed the commission
That would be up to the city manager, it would be a very expensive cost.
Community Development Director addressed the commission
Not much would change, however, the current comp plan is not in the direction we need to head. I will
talk to the city manager and the City Attorney Michael Seagler.
