STAFF PRESENT: Community Development Director Scott Garnand, City Secretary
Arielle Garcia and City Attorney Michael Segler.
1. CALL TO ORDER- Chairman Steve Bottkol called the meeting to order at 6:00pm.
City Attorney Michael Segler swore in Planning Commissioner Kyle Cornman.
2. ROLL CALL- City Secretary Arielle Garcia called roll and a quorum was present.
3. CONSENT AGENDA- All items on the consent agenda are non-controversial and may be
approved byone motion for items.
a. Approval of Minutes for the Planning Commission special meeting held September 20th
2021.
Commissioner Patrick Scott made a motion to approve the item of the consent agenda. Motion was seconded by
commissioner Kyle Cornman.

6. BUSINESS ITEMS:
a) Discussion, consideration and possible action of vacating approximately 310 feet of the
easement knownas Jackson directly east of Piedmont Rd
Chairman Steve Bottkol addressed the commission
The comprehensive plan says to protect this property due to it being prime reality. I don’t know
this is a good decision without more information.
Larry Wales addressed the commission
I am the owner of the property. The building should have been built up higher due to water
issues. We were under the impression that the property was vacated already. We are requesting to get a
revokable permit to allow us to get the property vacated.
City Attorney Michael Segler addressed the commission
The city can’t vacate the street. We can close it by resolution; however, we can open it back at
any time. The applicant would have to go to district court to get the property vacated.
Commissioner Patrick Scott made a motion depending on revokable permit documentation, the planning
commission recommends the City Council to close the road by resolution. Motion was seconded by
commissioner Kyle Cornman.

Range 5 West of the IndianBase and Meridian, Canadian County, Oklahoma and being
further described in Book 3753, Page 22, Deed records of Canadian County,
Oklahoma; Said tract being more particularly described as follows: Commencing at a
3/8" Iron Rod found for the Northwest corner of said NE/4; Thence N 89°41'20" E on
the North line of said NE/4, a distance of 142.69 feet to a point; Thence S 00°18'40" E
perpendicular to said North line, a distance of 566.48 feet to a 1/2" Iron Rod with cap
set for the Northwest corner, said corner being the point of beginning; Thence S
89°37'39" E a distance of
70.00 feet to a 1/2" Iron Rod with cap set for the Northeast corner; Thence S 00°22'21"
W a distance of 70.00 feet to a 1/2" Iron Rod with cap set for the Southeast corner;

seconded the motion.

Ralf Wyngarden addressed the commission
Version would like to set a 120-foot pole with a 45 by 40-foot fence. We would put
landscaping around it. We would allow other competitors and emergency lines would have access
to use it as well. There would not be a light on it due to the pole being under 200 feet. We have it
placed in an area where business will grow and allow better service.

What services will this tower provide?

We would have 4g services until an upgrade is available.
Kirk Evans addressed the commission
There weren’t many people informed of this going in. I was the only person in my
neighborhood to be informed of this. This location is best for version but not the residents. This
tower is being put in on a high point, which means it will be seen from far distances. Can anything
be built around it?
Chairman Steve Bottkol made a motion to close the public hearing. Commissioner Patrick Scott
seconded the motion.

Commissioner Patrick Scott made a motion to send to council with the recommendation of approval
contingent on version adding landscaping barrier on the south side of tower.

Commissioner Patrick Scott addressed the commission
I would like to look into the ordnance on rules for comminating with the public with the new
comprehensive plan coming out.
Chairman Steve Bottkol addressed the commission
I would like to welcome out new Commissioner, Kyle Cornman. As far as the tower, I know no
one wants them in their back yard. We are starting the update of the comprehensive plan tomorrow.
