MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE TOWN OF
PINETOP-LAKESIDE, ARIZONA, HELD THURSDAY, OCTOBER 27, 2016, IN THE TOWN COUNCIL CHAMBERS.
Vice Chairman Snitzer called the Regular Meeting to order at 6:00 p.m. Roll call was as follows:

ITEM NO. 3, CALL TO THE PUBLIC:
There were no requests to address the Commission at this time.
ITEM NO. 4, APPROVAL OF THE REGULAR MEETING MINUTES OCTOBER 13, 2016:
COMMISSIONER STALEY MOVED TO APPROVE THE REGULAR MEETING MINUTES FROM OCTOBER 13, 2016.
COMMISSIONER INGELS SECONDED THE MOTION AND IT CARRIED UNANIMOUSLY.
ITEM NO. 5, STAFF REPORTS:
Cody Blake said at the November 10, 2016 meeting there would be a public hearing on an equine Conditional
Use Permit. He said the Conditional Use Permit was published in the paper, letters were mailed to the
surrounding property owners and the property has been posted. Mr. Blake said he has not received notice of
the date of the next meeting with the County and the County Assessor. Commissioner Ingels asked Mr. Blake
for an update on the storage unit on Penrod and Nadine in Pinetop. Mr. Blake said he has been in contact
with the owner and the realtor, and said he had explained the issues to the realtor and a prospective buyer.
More discussion ensued regarding the property.
ITEM NO. 6, INFORMATION/DISCUSSION/LEGAL ACTION REGARDING REVIEW OF TOWN CODE CHAPTER 16
SUBDIVISIONS REVISIONS:
Vice Chairman Snitzer said the Commission would quickly go through the Title 16 revisions page by page. He
said the Title 16 revisions would be set aside and revisions to Title 17 would be discussed at future Planning
and Zoning meetings. He said this is because Title 17 might cause more revisions to Title 16. He said when the
Commission is done reviewing Title 16 and Title 17 then both titles would be sent to the Town Council for
approval. Mr. Blake said he received changes and suggestions from Chairman Jarchow and Vice Chairman
Snitzer, and said he would point out the changes and suggestions given to him. He gave an update on the
revisions he made to Title 16. Vice Chairman Snitzer said Title 16 would now be called Land Divisions, and he
said the definitions had been moved to Chapter 17.12. Mr. Blake said Chairman Jarchow suggested deleting

the Maps and including the following statement under 16.04.070 Maps “Please refer to the service provider
for the current service areas and distribution systems”.
The following changes were made to Chapter 16.08 Administration:
16.08.010 Responsibility.
A. Preliminary Plat: The staff of the Town of Pinetop-Lakeside is charged with the duty of reviewing the
design and improvements of proposed land divisions and is hereby authorized to approve, conditionally
approve, or disapprove preliminary land divisions plats and to designate the kinds, nature and extent of the
improvements to be installed in the land division.
B. Public Hearing: The Pinetop-Lakeside Planning and Zoning Commission is charged with the duty of
reviewing the design and improvements of proposed subdivisions and PUD’s and is hereby authorized to
approve, conditionally approve or disapprove preliminary subdivision plats and to designate the kinds, nature
and extent of the improvements to be installed in the subdivisions.
C. Final: The Town Council for the Town of Pinetop-Lakeside is hereby authorized to receive process and
otherwise act upon applications for final subdivision plats and planned unit development (PUD) in accordance
with this Ordinance.
C, D and E would be changed to D, E and F; the wording of the statements would remain the same.
Chapter 16.12 title changed to “Types of Subdivisions.”
16.12.010 Authority and purpose: A. “Minor Land Division” in the second section will be changed to
“Subdivision.” B. Purpose: “minor land division of lots, tracts or parcels” would be removed and replaced
with “subdivision”; “two (2) or three (3)” would be replaced with “four (4) or more parts”; and delete the rest
of the sentence. New sentence: “To promote consistency and implementation of the Town general plan and
the following:” B.1. the sentence would end at “exist”. Deleting “pursuant to Section 16.3210.070 of this
chapter.” B.3. remove entire statement.
Discussion ensued regarding the Title 16 revisions made by Mr. Blake, and no additional changes were made.

ITEM NO. 7, FUTURE AGENDA ITEMS:
Vice Chairman Snitzer said the first meeting in November 2016 agenda items would be the Conditional Use
Permit and Title 17. Mr. Blake said there would be only one meeting in November.

Pursuant to Arizona Revised Statutes Section 38-431.02, notice is hereby given to the members
of the Pinetop-Lakeside Planning & Zoning Commission and to the general public that the
Planning & Zoning Commission will hold a meeting on Thursday, October 27, 2016 beginning at
6:00 p.m., in the Town Council Chambers located at 1360 N. Niels Hansen Lane, Pinetop-
Lakeside, Arizona.
AGENDA
6:00 p.m. REGULAR MEETING:
1. Call to Order and Ascertain Quorum.
2. Pledge of Allegiance.
3. Call to the Public. This is a business meeting of the Planning and Zoning Commission.
The Town values and welcomes public input. Please address the Commission as a whole
and not individual Commission Members. Do not address staff or members of the
audience. Commission action on items brought up in Call to the Public is limited by the
Open Meeting Law. The Commission may direct staff to study the matter and
reschedule for further consideration at a later date. Items on the agenda will not be
heard or discussed in Call to the Public. Individuals are limited to three (3) minutes.
4. Consent Agenda
a. Approval of the regular meeting minutes for October 13, 2016.
5. Staff Reports: No action will be taken.
6. Information/Discussion/Legal Action Re: Review of Town Code Chapter 16 Subdivisions
Revisions.
7. Future Agenda Items: Discussion regarding any future agenda items. No action will be
taken.
