Council Minutes November 21, 2013 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, November 21, 2013. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Mayor Sanders suspended rules for special recognition of the PVYA 18U Softball Team. Councilor Cochran offered a resolution recognizing the Coaches and team members of the Pinson Valley Youth Association 18U Girls Softball “SWAT” team for their outstanding work and dedication to the 2013 season. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 13-59. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $57,808.17; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders said "Let the record reflect that the motion passed unanimously.” Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, owners James and Linda Sconyers, located on Narrows Road and Highway 79. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2013-36. Public Safety: Councilor Cochran stated there have been several events near our community recently, some reported in Pinson but were not in Pinson. Councilor Cochran added our Deputies do work in great cooperation with the beat Deputies as well as Deputies from neighboring cities, like Clay and Center Point. Councilor Cochran stated there was a high speed situation that came through Pinson and our Deputies were involved making sure the people of Pinson were safe as well as beat Deputies, which are a bonus for us. Councilor Cochran stated he could assure everyone that our guys are on top of the game. Councilor Cochran added that even though the community doesn’t always get all the information, the Mayor and I are in the loop with ongoing situations. Education: Mayor Sanders mentioned the PVHS Football team had a great season, but lost to McAdory in the 2nd round of playoffs. Councilor Tanner mentioned the Rudd softball field has received some donated services to level the field out. Councilor Tanner added that it is almost level and there may be some additional donated supplies or services. Councilor Tanner reported that the Softball team has been fundraising to help pay for the additional needs but they may come to the city for help as well. Enhancements: Mayor Sanders mentioned it was nice to be at PHCC for the Veteran’s Day Breakfast and it seemed everyone enjoyed the occasion. Councilor McCain stated that most everyone seems to want lunch rather than breakfast in the future. Councilor McCain offered a motion to recommend Kay and Wayne Hicks as Grand Marshal’s of the Christmas Parade. Councilor McCain added the Hicks have been with the Palmerdale Fire Department 50 years. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “ no, all in favor say “aye”. Councilor McCain announced the Christmas tree lighting will be December 6, 2013, at 7:00 p.m. and the Christmas Parade will be on December 7, 2013, at 10:00 a.m. Mayor’s Report: Mayor Sanders stated he has some volunteers to help with some repair items at the Rock School, like remove carpet and paneling. Mayor Sanders added there are some fence post on the Silver Lake Road side that will need to be repaired before CityFest. Mayor Sanders asked if council was ok with him allowing the volunteers to do this. Councilor Churchwell stated that he felt council should go to the Rock School and the Mayor show them what his plans are, adding he has no problem with the fence repair. Councilor Churchwell offered a motion approving fen repair at the Rock School. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders stated Freshwater LandTrust has removed the old Shadow Lake Dam on our side of the Pinson Clay border which has added ½ mile of native habitat for the Darter. Old Business: Councilor McCain offered an ordinance changing zoning regulations of the City of Pinson, Alabama. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2013-35. New Business: Mayor Sanders mentioned that council had purchased property north of the north end zone and he has been asked if we would be willing to lease the property to Innsbrooke HOA for the purpose of constructing a sign. After discussion, Mayor Sanders stated he would have a draft to show council at the December 5, 2013, meeting. Mayor Sanders stated this is a first reading on the lease option. Mayor Sanders suspended rules and introduced Jane Ross, Goodwyn/Mills/Cawood, with an update on the park sanitary sewer prep. Ms. Ross explained that initially the plan was for the park to be on septic tank, but after reviewing it has been determined that it would be more cost effective to tap into the sewer service. Ms Ross added that she and Tom Monroe, Disc Golf World Champion, have laid out the Disc Golf Course. Ms. Ross also displayed new boards with the Event Center materials and colors to be used. Mayor Sanders asked if anyone had any further question regarding the sewer. There were no other questions. Councilor Cochran offered a motion to approve the sanitary sewer prep as recommended by Goodwyn/Mills/Cawood. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Councilor Cochran stated that he had been approached about the City forming a Beautification Board. Councilor Tanner announced Miss Rudd will be held at PVHS, Saturday, November 23, 2013, at 5:00 p.m. Public Comment: Barry Wilson, PHCC President. Reminded everyone yo the Christmas Around the World and the Craft Show to be held at PHCC, Saturday November 22, 2013 from 10:00 a.m. until 4:00 p.m. Councilor Cochran moved to adjourn.
