April 2, 2015 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Thursday, April 2, 2015. Mayor Sanders led the invocation. Councilor Roberts led the Pledge of
Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:
Mayor Sanders
Councilor Cochran
Councilor Roberts
Councilor Churchwell
Absent:
Councilor Tanner
Councilor McCain
Minutes: Councilor Roberts made a motion to waive the reading of the March 19, 2015,
minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to
say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as
written of the March 19, 2015, meeting. Councilor Churchwell duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect both motions
passed unanimously."
Committee Chair Comments:
Finance: Councilor Cochran made a motion to approve payment of the bills in the amount of
$38,630.77; a copy of the bills schedule is attached. Councilor Roberts duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect
that both motions passed unanimously."
Annexations: Councilor Churchwell offered a resolution authorizing the Mayor to accept and
execute tax deeds for certain real property. Councilor Cochran duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll
call vote on the main resolution with the following results:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, resolution passes unanimously as Resolution 15-23.
Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of
the City of Pinson, Alabama, located at 5257 Old Pinson Road. Councilor Cochran duly
seconded the motion. Mayor Sanders called for unanimous consent to consider:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, unanimous consent passes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
a roll call vote on the main ordinance with the following results:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, ordinance passes unanimously as, Ordinance 2015-11.
Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of
the City of Pinson, Alabama, Lots 2,3,5,6,7,13,19,14, and 16, The Ridge at Innsbrooke, located
on Joy Circle. Councilor Roberts duly seconded the motion. Mayor Sanders called for
unanimous consent to consider:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, unanimous consent passes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
a roll call vote on the main ordinance with the following results:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, ordinance passes unanimously as, Ordinance 2015-12.
Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of
the City of Pinson, Alabama, located at 5990 Honeysuckle Circle; 5052 Summer Crest Drive;
6214 Summer Side Drive. Councilor Cochran duly seconded the motion. Mayor Sanders called
for unanimous consent to consider:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, unanimous consent passes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
a roll call vote on the main ordinance with the following results:

Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of
the City of Pinson, Alabama, located at 6201 Red Hollow Road; 5728 Benners Road; 4785
Elfreth Johnson Road. Councilor Roberts duly seconded the motion. Mayor Sanders called for
unanimous consent to consider:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, unanimous consent passes.

the City of Pinson, Alabama, located at 7429 Hitching Post Drive & 4512 Echo Drive. Councilor
Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, unanimous consent passes.

Mayor Sanders, ordinance passes unanimously as, Ordinance 2015-16.
Public Safety: Councilor Cochran reported Advanced Disposal has delivered the new carts to
most of the residents, adding there are some glitches they are still working out. Councilor
Cochran added everyone seems to be very excited about the service and Advanced Disposal has
done a great job.
Enhancements: Mayor Sanders announced the Bicentennial Celebration is Saturday, April 11,
2015, 10:00 a.m.-3:00 p.m. Mayor Sanders added the parade will begin at 9:30.
Mayor’s Report: Mayor Sanders there will be a Clean up Day, Saturday April 4, 2015,
beginning at 9:00 a.m., adding we received a grant which supplies free trash bags and grippers to
loan to citizens to clean their neighborhoods.
Planning and Zoning: Mayor Sanders suspended rules for a public hearing on a post
annexation zoning case, regarding 4060 Mountain View Drive; 309, 325, & 373 St. John Road.
Mayor Sanders stated “Let the record reflect there was no one present to speak for or against”.
Mayor Sanders reinstated rules.
Councilor Cochran offered an ordinance changing the zoning classification of real estate located
in the City of Pinson, Alabama, located at 4060 Mountain View Drive; 309, 325, & 373 St. John
Road, from Jefferson County zoning R2 & R1 to City of Pinson zoning RM. Councilor Roberts
duly seconded the motion. Mayor Sanders called for unanimous consent to consider with the
following results:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, unanimous consent passes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
a roll call vote on the main ordinance with the following results:
Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes.
Mayor Sanders, ordinance passes unanimously as Ordinance 2015-17.
Old Business: None
New Business: Councilor Cochran offered motion nominating the following AMIC Delegates
for the Alabama League of Municipalities Convention. Voting-Mayor Sanders; 1st Alternate-
Councilor Tanner; 2nd Alternate-Councilor McCain. Councilor Roberts duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect
the motion passed unanimously."
Councilor Cochran offered motion nominating the following ALM Delegates for the Alabama
League of Municipalities Convention. Voting-Mayor Sanders; 1st Alternate-Councilor Tanner;
2nd Alternate-Councilor McCain. Councilor Roberts duly seconded the motion. Mayor Sanders
called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to
say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed
unanimously."
Public Comment: Mayor Sanders, “Let the record reflect Councilor Cochran left the Dias to
take the Public Comment podium”.
Joe Cochran, 4951 Sycamore Lane. Mr. Cochran stated he is the Executive Director of the
Pinson Education Foundation and invited everyone to attend the banquet which will be Monday,
May 4, 2015, at 7:00 p.m. Mr. Cochran added the foundation is taking nominations for the
following; Student of the year; Teacher of the year from each of the 4 schools; Support Staff of
the year. The speaker will be Bobby Humphries.
Councilor Cochran offered a motion to enter executive session to discuss litigation, real estate
and trade and commerce. Councilor Churchwell duly seconded the motion.
Attorney Black, I provide certification in regard to litigation it would be detrimental if items
were discussed in open forum.

Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the

Councilor Churchwell moved to adjourn. Councilor Roberts duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
