Council Minutes April 21, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, April 21, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the April 7, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the April 7, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect both motions passed unanimously." Pre-meeting Comments: Ronnie Dixon, Executive Director Clay-Pinson Chamber of Commerce presented The Pinson Education Foundation a check in the amount of $3,500.00, which are proceeds from the Butterbean Festival. Mr. Dixon announced the Mayor’s Prayer Breakfast will be held on May 6, 2016, at 7:30 a.m., at Grayson Valley Country Club. The cost is $10.00 and the Guest Speaker is Eddie Harris, a Pastor from Pinson. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $68,287.96; a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Enhancements: Councilor McCain announced City Celebration will be held on, April 30, 2016, from 10:00 a.m.- 2:00 p.m., with free rides for the children, as well as Food Vendor Trucks. Mayor’s Report: Councilor Cochran offered a motion authorizing the purchase of 6 additional trash cans and 2 free standing benches for Bicentennial Park, at a cost of approximately $4,000.00. Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders asked Council to review the copier quote, adding we will consider this at the next meeting. Councilor Cochran offered a motion authorizing a quote from Eastern Tree Service for Demolition of 2 vacant homes on Old Pinson Main Street at a cost of $5,750.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Old Business: Councilor Cochran offered a resolution appointing members and supernumerary members of the Zoning Board of Adjustments of the City of Pinson, Alabama. Dennis Faris and Gail Hodge, both terms will expire on December 31, 2017. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 16-24. Mayor Sanders suspended rules to allow Bob Jones, Zoning Administrator, to answer any questions of council regarding signage changes. Councilor Cochran offered an ordinance adopting changes to the Zoning Ordinance of the City of Pinson, Alabama changing height and dimensional regulations for signs. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts stated he had concerns with the height restrictions and felt the ordinance should be sent back to the Planning and Zoning Commission for more discussion. Mayor Sanders stated he would rather not send the ordinance back to the Planning and Zoning Commission. Mr. Jones added that we need to have something in place for emergencies. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-no; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes as Ordinance 2016-15. Mayor Sanders reinstated rules. Councilor McCain offered a resolution concerning the Pinson Farmer’s Market. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 16-25. New Business: Councilor Roberts offered a resolution concerning the membership of the Library Board of the City of Pinson, Alabama, reappointing Candy Chandler Landrum whose term will expire March 31, 2020. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 16-26. Mayor Sanders introduced Eric Hendon with Hendon Huckestein Architects. Mr. Hendon gave a presentation of the conceptual drawings of the renovation of Rock School Center for Pinson Public Library. Councilor Tanner offered a motion approving replacement of the roof at Rock School Center with a metal roof. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts asked if the metal roof would be noisy. Mr. Hendon stated the roof will be insulated which will help the sound and should not be too disruptive. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." April Wallace, Library Director stated the Pinson Public Library has received the Alabama Library Associations Silver Library Award. Mrs. Wallace added there are only 4 total awards given, 2 Bronze; 1 Silver; and 1 Gold. Mrs. Wallace stated this is quite an achievement considering our library has only been open 4 years. Public Comment: Stanley Moss, 4335 Mountain Street. Invited council to attend a neighborhood party on May 14, 2016 from 4:00 p.m.- 6:00 p.m. Jason Vaughn, Innsbrooke Subdivision. Mr. Vaughn asked if speed breakers could be put in Innsbrooke subdivision. Mayor Sanders stated we are in contact with Jefferson County. Councilor Cochran offered a motion to enter executive session to discuss real estate. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Cochran moved to adjourn.
