Council Minutes May 19, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, May 19, 2016. Councilor Churchwell led the invocation. Councilor McCain led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Absent: Mayor Sanders Mayor Pro-Tem Tanner stated Mayor Sanders is out of town. Special Recognition (During Pre-Council): Councilor Roberts offered a resolution in recognition of the 2016 Rudd Middle School Boys Track Team and their exceptional season, winning the Jefferson County Championship. Councilor Churchwell duly seconded the motion. Mayor Pro-Tem Tanner called for a roll call vote on the main resolution with the following results: Mayor Pro-Tem Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Pro-Tem Tanner, resolution passes unanimously as, Resolution 27. Mayor Pro-Tem Tanner, resolution passes unanimously as, Resolution 28. Minutes: Councilor Roberts offered a motion to waive the reading of the May 5, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Pro-Tem Tanner called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the May 5, 2016, meeting. Councilor Roberts duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for all opposed to say "no", all in favor say "aye." Mayor Pro-Tem Tanner" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Roberts made a motion to approve payment of the bills in the amount of $34,276.74; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for all opposed to say "no", all in favor say "aye." Mayor Pro-Tem Tanner "Let the record reflect the motion passed unanimously." Mayor Pro-Tem Tanner announced the Finance meeting will be held on May 24, 2016, beginning at 6:30 p.m., at City Hall and it is open to the public. Mayor Pro-Tem Tanner added the purpose of the meeting is to discuss the preliminary 2016/2017 Budget. Old Business: None. New Business: Councilor Roberts offered a motion authorizing the funds to purchase mats for the PVHS/Rudd Cheerleaders, at a cost of $5,740.00 which would be paid out of our Discretionary funds. Councilor McCain duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for a roll call vote on the motion with the following results: Mayor Pro-Tem Tanner-yes; Councilor Cochran-abstain; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Pro-Tem Tanner, motion passes. Mayor Pro-Tem Tanner suspended rules to allow council to discuss several items with Mike Sullivan, Park Director. Councilor Cochran mentioned the Game Day contract will expire soon, adding the fields at PYSC have never looked better and council will need to consider whether to continue with Game Day or move in a different direction. Each council member spoke to this and were in agreement that it would not be wise to drop this service at this time. Councilor Roberts asked Mr. Sullivan to report on the events at the Bicentennial Park which will open next week. Mr. Sullivan reported on Friday, May 27, 2016, we will have Movies in the Park and we will be showing a Minions movie. Mr. Sullivan added the Splash Pad will open on Saturday, May 28, 2016, and will be open Tuesdays-Saturdays 10:00 a.m.-6:00 p.m. and Sundays 1:00 p.m.-5:00 p.m. and Closed on Mondays. Mayor Pro-Tem Tanner stated it is closed on Mondays for maintenance. Mr. Sullivan stated there is not much maintenance to do. Councilor Churchwell stated the area around the Splash Pad will be mowed on Mondays as well. Councilor Roberts asked if the Splash Pad staff was in place. Mr. Sullivan stated he has hired 6 people and will have orientation with them on Friday. Councilor Roberts asked Mr. Sullivan about tree removal at Bicentennial Park. After some discussion, Councilor Roberts offered a motion to discontinue any tree removal unless the tree was a danger to those visiting the park. Councilor Cochran duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for all opposed to say "no", all in favor say "aye." There was additional discussion concerning Accounting Software, Website Hosting, Ipads for paperless agendas and Flat Screen TV’s to allow the public to view council items. Also, discussion on purchasing a computer for PYSC once it is determined there is wifi available. Public Comment: Clarence Naramore, 1110 Shadow Creek Drive. Mr. Naramore stated his yard debris is not being picked up. Councilor Cochran moved to adjourn. Councilor Churchwell duly seconded the motion. Mayor Pro-Tem Tanner called for all opposed to say “no”, all in favor say “aye”. Motion carried.
