Council Minutes June 16, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, June 16, 2016. Mayor Sanders led the invocation. Councilor Cochran led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Tanner Minutes: Councilor Roberts offered a motion to waive the reading of the June 2, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the June 2, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Cochran made a motion to approve payment of the bills in the amount of $250,323.32; a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders mentioned part of the total bills are Regions-General Obligation for City Hall and Bicentennial Park $112,866.80, Clements Dean $67,000.00 final bill for Bicentennial Park construction. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Roberts offered a motion approving the 2016/2017 Budget. Councilor Cochran duly seconded the motion. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders mentioned the need to purchase a truck to replace the truck at TCNP. Mayor Sanders gave council a quote for a new extended cab 2WD Dodge Truck in the amount of $20,900.00, adding this is something we may need to consider later. Councilor Cochran offered a motion authorizing employee pay increases as follows: Marie Turner, City Clerk/Treasurer $2.00; Anje May, Assistant City Clerk $1.00; Bob Jones, Zoning Administrator $1.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Public Safety: Councilor Cochran offered a motion to release the appropriated funds to the Fire Districts; Center Point-$12,500.00; Palmerdale-$12,500.00; and Glenwood-$500.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders stated the previously approved Senior Activities will begin July 12, 2016 at 10:00 a.m. Mayors Report: Mayor Sanders reported and made recommendations on the following items: PYSC air conditioning unit in the concession stand has failed and will need to be replaced at a cost of $6,300.00. Disc golf hole #10 needs to be relocated. Beat the Heat at Turkey Creek date is July 16, 2016, we will need to purchase popcicles for this event. National Night Out is August 2, 2016 and will be held at Innsbrooke Lake Pavilion. This event is not just for Innsbrooke residents, everyone is welcome. Items will need to be purchased for this event. Councilor Cochran offered a motion to approve all of the recommendations from Mayor Sanders as listed above. Councilor McCain duly seconded the motion. Old Business: Councilor Churchwell offered a resolution to establish the use of Electronic Vote Counting Devices, DS200 Tabulators and AUTO mark accessible ballot marking device. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-31. Councilor Roberts offered a motion authorizing septic system maintenance at the Rock School Center in the amount of $6,000.00. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran offered a motion to purchase POS software for Bicentennial Concession Stand at a cost of $1,100.00, to include: Stand; iPad; printer; software; extra scanner. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye."
