Council Minutes July 21, 2016 – 10:00 a.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 5320 Miles Springs Road, on Thursday, July 21, 2016. Barry Wilson led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the July 7, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the July 21, 2016, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $60,402.87; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total bills are paving Air Park Road $18,000.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayors Report: Mayor Sanders reminded everyone of the National Night Out event to be held at the Innsbrooke Pavilion beginning at 6 p.m. Mayor Sanders added this is a community wide event and everyone is invited. Councilor Cochran offered a motion to approve a quote for removal of debris from the previously abated property at 4169 Powell Avenue at a cost of $2,800.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Old Business: Councilor Tanner offered a resolution authorizing and directing the Mayor to accept a proposal from VC3 for website, technical support, and other electronic support services. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated startup cost is approximately $10,000.00 and $1,600.00 per month. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes. New Business: Councilor Roberts offered a motion to release allocated funds Pinson Valley Elementary School and Rudd Middle School for paving projects at each school. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously.” Councilor Cochran offered a motion to release a portion of the allocated funds to Pinson Valley High School and Rudd Middle School for football helmets, $4,000.00 each school. Mayor Sanders, “Let the record reflect the motion passed unanimously.” Councilor Cochran offered a motion to release from the discretionary fund $5,742.00, for risers for the Pinson Valley High School Choral Department. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously.” Councilor Tanner offered a motion to release the Salary Supplement Grant to Jefferson County Board of Education for the principal at Pinson Valley High School. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Cochran stated that we took an active role in the selection of the new principal, and we discussed the possibility of the need for a supplement. Councilor Cochran added this will be disbursed by the Board of Education over a 12 month period. Councilor Roberts stated the results the principal achieved in his previous job at Leeds, such as a dramatic improvement in test scores is something when people are looking for homes want to see in our schools. Councilor Tanner state she has two children at the High School and she has seen a difference in the level of respect from the students, and feels this was the right hire. Councilor Churchwell stated we have seen the results from hiring him already. Mayor Sanders called for any further discussion. Mayor Sanders, “Let the record reflect the motion passed unanimously.” Councilor Cochran offered a motion to pave 3 sloped gravel pathways near the playground at Bicentennial Park, at an approximate cost of $7,000.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously.” Councilor Churchwell offered a resolution electing the office of Councilor-Place 1 without opposition, Dawn Minot Tanner. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-abstain; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-37. Councilor Churchwell offered a resolution electing the office of Councilor-Place 3 without opposition, George “Robbie” Roberts. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-abstain; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-38. Councilor Roberts offered a resolution electing the office of Councilor-Place 4 without opposition, John Churchwell, Jr.. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-abstain. Mayor Sanders, resolution passes unanimously as Resolution 16-39. Councilor Roberts offered a resolution electing the office of Councilor-Place 5 without opposition, Kathryn Joy McCain. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-40. Mayor Sanders introduced Chief Donnie West, Center Point Fire District. Chief West explained the ISO rating achieved by Center Point is 1, and the ISO rating achieved by Palmerdale is 2. Chief West stated these ratings mean that the citizens that are served by these fire districts receive a discounted rate on their homeowners insurance. Public Comment: Pete Chandler, 4450 Silver Lake Road. Mr. Chandler asked what the city is doing about catching dogs running loose. Mayor Sanders stated there is a statewide leash law and citizens should call city hall to report dogs running loose, then we will report them to animal control. Barry Wilson, PHCC President. Mr. Wilson thanked council for having the meeting here at PHCC. Mr. Wilson reminded everyone of the Labor Day Barbeque at PHCC from 11:00 a.m. – 2:00 p.m. Councilor Cochran moved to adjourn.
