Council Minutes August 4, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, August 4, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the July 21, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the July 21, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $107,217.02; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total bills are Jefferson County Sheriff’s Office-$21,000.00; $10,000.00 Paving at Rudd and Pinson Elementary; $9,000.00 Pike’s/Rock School; $7,000.00 Pumpmaster/Rock School; $16,000.00 paving at Air Park. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Mayor Sanders reported the recent National Night Out held on August 2nd was one of our better crowds. There was discussion of combining the Movie night and the PVHS Choral Department concert at Bicentennial Park on a future date to be announced. Mayor Sanders announced Senior Citizen Tuesdays will be held August 9th and August 30th at the Community Center. Mayors Report: Mayor Sanders announced the city received only one bid for the surplus truck for $500.00. The bid was awarded to the bidder. Mayor Sanders stated with school starting back the high school is very busy with several events including Meet the Indians, Saturday, August 13, 2016. Councilor Tanner stated the first home football game is Friday, August 19, 2016. Mayor Sanders encouraged everyone to take a look at the football schedule and go out and support the team. Mayor Sanders announced Pinson Valley High School has been awarded the County Wide Band Jamboree to be held at the Pinson Valley High School Stadium on Saturday, September 24, 2016. Mayor Sanders added the Pride of the Valley Band competition will be held at the Pinson Valley High School Stadium on Saturday, October 8, 2016 and the Alabama Butterbean Festival will be held on Friday, September 30, 2016 – Saturday, October 1, 2016, on Main Street in Pinson. Mayor Sanders stated the city will pledge their resources for these upcoming community events. Mayor Sanders suspended rules to allow Mike Sullivan, Park and Rec Director, to discuss possible new Splash Pad hours and rates. Mr. Sullivan stated with school starting back on August 11, 2016, he would like for council to consider the following changes: Splash Pad hours-Tuesday-Friday 12:00p.m.-7:00p.m., Saturday 10:00 a.m.-6:00 p.m., and Sunday 1:00 p.m.-5:00 p.m. Mr. Sullivan stated he would like to suggest the following rate schedule change: Reduce each price classification by $1.00 after 3:00 p.m. (in city limits after 3 p.m. no fee; in Police Jurisdiction after 3 p.m. $2.00; all others after 3 p.m. $4.00) and ½ day rate on Sundays for all classifications (in city limits .50; in Police Jurisdiction $1.50; all others $2.50). Mayor Sanders reinstated rules. Councilor Roberts offered a motion to set the hours and fees at the Splash Pad as recommended by Mr. Sullivan. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Planning and Zoning: Mayor Sanders opened the Public Hearing regarding Post Annexation Zoning Classifications for properties located 3732 Fitzgerald Mountain Drive. Mayor Sanders, “Let the record reflect no one was present to comment for or against”. Mayor Sanders closed the Public Hearing. Councilor Cochran offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 3732 Fitzgerald Mountain Drive from Jefferson County A-1 to City of Pinson RR. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2016-28. Old Business: Councilor Cochran stated council might want to consider creating additional parking outside of the Bicentennial Park entrance gate for those that use the disc golf area. Mayor Sanders stated we could park up to 8 cars outside the gate. Councilor Tanner asked if this would be along the road. Mayor Sanders replied, yes at an angle. Councilor Cochran offered a motion authorizing the design portion of adding speed breakers in the Innsbrooke subdivision, with Skipper Consulting in the amount of $6,400.00 to be paid from the 7/2 funds. Councilor Roberts duly seconded the motion. Mayor Sanders stated Skipper will draw up the plans and submit them to the County for approval and will handle the bidding and installation process. Mayor Sanders called for any discussion. Councilor Cochran stated the speed breakers will be the type that can be removed when road maintenance is needed. Mayor Sanders" Let the record reflect the motion passed unanimously." New Business: Councilor Roberts gave the monthly Library Report, in the absence of April Wallace, Library Director. Councilor Roberts stated 953 people signed up for the Summer Reading Program and there were 2300 people in attendance of the library events. Councilor Roberts announced Socks the Library Cat will celebrate his 1st Birthday on August 10th, the community is invited to come by for cake. Councilor Churchwell offered a resolution setting the compensation for election officers for the 2016 municipal elections and for any related run-off election. Chief Inspector-$200.00/day; Assistant Inspector $175.00/day; Clerk and Assistant Clerks $150.00/day. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-41. Councilor Churchwell offered a resolution appointing election officials for Pinson’s 2016 election cycle, Chief Inspector Katherine Middleton; Assistant Inspector Marvelyn Deese; Clerk Marilyn Glenn; Assistant Clerks-Charles Glenn; Barbara Pass; Laura McElveen; Billy Dussett; Tracy Dussett; Faye Asmus; Elaine Holmes. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-42. Councilor Cochran offered a motion to release $3,500.00 from the discretionary fund for the purchase of football uniforms for Rudd Middle School. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously.” Public Comment: Pat Wise, 4161 Main Street. Mrs. Wise announced there will be a Gospel/Country Band performing on August 30th at the Senior Citizen day. Councilor Cochran offered a motion to enter executive session to discuss litigation and real estate. Councilor Tanner duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”.
