Council Minutes August 18, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, August 18, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 4, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the August 4, 2016, meeting. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $49,047.07; a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain mentioned the Movie in the Park will be held September 11th at 7:45 p.m., and there will be a concert in the park on September 10th by the PVHS Choral Department, time will be announced later. Mayors Report: Mike Sullivan, Park and Recreation Director gave a report regarding the events at PYSC. Mayor Sanders welcomed O’Reilly’s Auto Parts to Pinson, adding they will be occupying the old Big 10 Tire property. Mayor Sanders thanked Deputies Hall and Leon for their service to the City adding both deputies have been promoted to other jobs. Mayor Sanders welcomed and installed deputies Smith and Sutton. Mayor Sanders announced the Pinson Hills and Main Street District have been accepted into the National Historic Registry. Old Business: Councilor Churchwell reminded everyone of the upcoming municipal election on August 23, 2016 at the Rock School Center, adding voting will take place from 7:00 a.m. to 7:00 p.m. Councilor Churchwell announced there will be a special called council meeting on August 30, 2016 at 7:00 p.m. to canvass the election results. Councilor Roberts offered a resolution authorizing the advertisement of bids for roof replacement and fascia repair at the Rock School Center. Councilor Cochran duly seconded the motion. Mayor Sanders suspended rules and introduced Eric Hendon, Architect to present the roof specs. Mr. Hendon stated the Pre Bid conference will be September 1, 2016 and bids will be received September 13, 2016. Mayor Sanders reinstated rules. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 16-46. New Business: Councilor Tanner offered a resolution authorizing and directing the Mayor to execute a contract for the acquisition of donated property, 6200 Tyler Loop Road. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 16-43. Councilor Tanner offered a resolution authorizing and directing the Mayor to execute a contract for the purchase of property, in the amount of $3,000.00, located at Glenbrook Road adjacent to Dry Creek. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 16-44. Councilor Tanner offered a resolution authorizing and directing the Mayor to execute a contract for the purchase of property, in the amount of $5,000.00, adjacent to Pinson Bicentennial Park at Oak Street West. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 16-45. Public Comment: Steve Baird, 9339 Old Tennessee Pike Road. Mr. Baird asked if the Boy Scouts could use Triangle Park on September 10 & 11 to register new scouts. Mayor Sanders stated that is fine. Councilor Roberts offered a motion to enter executive session to discuss Real Estate and Trade and Commerce. Councilor Cochran duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Cochran moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
