Council Minutes September 1, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, September 1, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 18, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the August 18, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $75,912.51; a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the bills were Jefferson County Sheriff’s Department $21,000.00 and Football uniforms for PYSC $13,000.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain mentioned the following upcoming events: Concert in the park on September 10th at 6:30 p.m. by the PVHS Choral Department; Movie in the Park September 11th, “God’s Not Dead”, at 7:30 p.m.; Veterans Day Luncheon on November 11th at the Rock School Center; Christmas Tree Lighting December 2nd; Christmas Parade December 3rd. Mayors Report: Councilor Cochran offered a motion to remove fencing and cables at Triangle Park, to be done by Eric Winfrey, Mowing Crew Leader. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Mayor Sanders mentioned that PVHS will host the Jefferson County Band Jamboree on September 24th, adding volunteers are welcomed. Mayor Sanders mentioned the Pride of the Valley Band Competition will be held on October 8th at PVHS. Councilor Cochran offered a motion to add additional street lights at Dr. Bryant’s office and Dodd & Dodd Attorney office and 2 lights in the Rock School Center parking lot. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Old Business: Mayor Sanders offered a first reading on an agreement between Jefferson County, Alabama and The City of Pinson, Alabama regarding maintenance of select roadways within the municipality, regarding Narrows Road from Turkey Creek to Jackson Road. Mayor Sanders stated Attorney Black will discuss this agreement at length at the next meeting. New Business: Councilor Cochran mentioned he would like to see the Council review the 500 ft. rule regarding liquor sales and the distance to churches and schools. Mayor Sanders mentioned the Planning and Zoning Commission heard a case for an out parcel proposed at Mission Possible Shopping Center, and it has now been sent to council. Councilor Cochran stated that out parcel would be for Burger King. Councilor Cochran added most people do not know that McDonald’s and Taco Bell are not within our incorporated city limits which means they buy no business license and pay no city sales tax. Mayor Sanders recognized April Wallace, Library Director. Mrs. Wallace announced the library’s upcoming events for September, which can be found online on the Library’s Facebook page or their website. Public Comment: Charles Yeager, Turkey Creek Nature Preserve Manager. Mr. Yeager gave a report regarding TCNP. Barry Wilson, 5972 Miles Spring Road. Mr. Wilson mentioned the Labor Day BBQ at PHCC from 11a.m.-2p.m. Mr. Wilson added, Insanitarium will begin September 30, 2016. Jim Raynes, 5234 Midwood Road. Mentioned there are beavers in the creek on Miles Spring Road and they are building dams and backing up the water, wanted to know if the city can do anything about this. Mayor Sanders stated that is private property and we can’t help. Mayor Sanders added he will check with our legal counsel and see if there is anything we can do to help. Councilor Cochran offered a motion to enter executive session to discuss Real Estate and Trade and Commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Cochran moved to adjourn. Councilor Tanner duly seconded the motion.
