Council Minutes September 15, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, September 15, 2016. Mayor Sanders led the invocation. Councilor Roberts led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Cochran Councilor Roberts Councilor Churchwell Absent: Councilor Tanner Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the September 1, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the September 1, 2016, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Cochran made a motion to approve payment of the bills in the amount of $59,440.28; a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Mayor Sanders mentioned the Concert in the park by the PVHS Choral Department and the Movie in the Park were below average crowds. Mayor Sanders announced Senior Citizens activities are every other Tuesday at the Community Center. Mayor Sanders announced the Veterans Day Luncheon will be held on November 11th at the Rock School Center please call City Hall for reservations. Mayors Report: Mayor Sanders stated, “Let the record reflect the newsletter was presented to council and request any corrections be noted”. Mayor Sanders opened the Public Hearing regarding Changing Zoning Classifications for properties located Pinson Boulevard/Mission Possible Center. Mayor Sanders, “Let the record reflect no one was present to comment for or against”. Mayor Sanders closed the Public Hearing. Councilor Cochran offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 4506; 4496; 4494; 4496; and 4500 Pinson Boulevard from city of Pinson TC (Town Center) to City of Pinson HC (Highway Commercial). Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. Councilor Cochran stated the change from TC to HC will allow a drive through window for a business. Mayor Sanders suspended rules to allow Bob Jones, Zoning Administrator, to speak to the change. After explaining the purpose for the change, Mayor Sanders reinstated rules. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2016-24. Councilor Cochran offered a resolution rejecting bids for roof replacement and fascia repair at the Rock School Center. Councilor Churchwell duly seconded the motion. Mayor Sanders stated the bids ranged from $425,000.00-$580,000.00, which is far more than we anticipated. Mayor Sanders added we will need to reject the bids and Mr. Hendon will review/research the bid specs again then re-advertise at a later time. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-49. Mayor Sanders suspended rules. Mike Sullivan, Park and Recreation Director, gave a fall sports update. Mr. Sullivan stated the Splash Pad is now closed and the tanks have been drained, adding the income received for rentals/concessions/admissions were $15,400.00. Mr. Sullivan reported the PYSC Homecoming games have been moved from PVHS to PYSC and provisions are being made for those games, handicap and regular port-a-potty’s etc. Mr. Sullivan mentioned that everything else is running smoothly and Steven is doing a good job of keeping PYSC cleaned. Mayor Sanders stated Dugger Tent will deliver bleacher for the visitors side and we may need to look at purchasing bleachers for that area in the future. Mr. Sullivan added the PYSC Homecoming festivities will take place at Bicentennial Park Friday night. Mayor Sanders reinstated rules. Old Business: Karen Hutchinson gave a presentation before council regarding the proposed Turkey Creek Conference Center. During the presentation Ms. Hutchinson stated the total cost of this project is $410,000.00, they are asking for a commitment from council for $25,000.00. Councilor Churchwell stated the presentation was very good, adding we need to see more regarding this project like pictures and plans. Mayor Sanders stated we will discuss at our next meeting. New Business: Mayor Sanders welcomed everyone to attend the Alabama Butterbean Festival, September 30th, 6:00pm-10:00pm through October 1st, 9:00am-4pm. Councilor Churchwell gave additional information regarding entertainment; Car Show and 5K Race. Mayor Sanders suspended rules allowing Mike Ainsworth, Tribute Solutions, to give a presentation to council regarding software. Public Comment: Judge Brendette Brown-Green, Candidate for Circuit Court Judge Place 11 Jefferson County. Judge Brown-Green introduced herself and gave her qualifications for the position. Brad Appleton, Center Point Fire District. Gave a report regarding the new fire truck which is stationed in Chalkville, also mention that hydrant testing is ongoing at this time. Councilor Cochran moved to adjourn. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
