Council Minutes October 6, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, October 6, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor Tanner Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 30, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the August 30, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comments: Tamara Harris Johnson, Candidate for Jefferson County Circuit Civil Court Place 22. Ms. Johnson introduced herself and asked for support on Election Day. April Wallace, Library Director, distributed October and November calendars and reported on upcoming events. Mike Sullivan, Park and Recreation Director, reported on the sports events going on at PYSC. Mayor Sanders stated Eric Winfrey, Mowing Crew Leader, was not in attendance of the meeting but he will be digging up privet bushes for better shrubbery options. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $69,428.29; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated a portion of the bills are, Jefferson County Sheriff’s Office $21,000.00; and $10,000.00 Police/Fire/Medics for the ABBF. Mayor Sanders called for any further discussion. Enhancements: Mayor Sanders stated the Fire/Medics as well as the Sheriff/Reserves did a great job at the ABBF. Councilor McCain stated the Veterans Day Luncheon will be held November 11, 2016, at the Rock School Center, with the Steel City Jug Slammers entertaining. Councilor McCain asked that veterans call City Hall to make reservations. Councilor McCain announced the Christmas tree lighting will be held December 2, 2016 at 7:00 p.m., at Bicentennial Park, and the Christmas Parade will be December 3, 2016. Mayors Report: Mayor Sanders opened the Public Hearing regarding Changing Zoning Classifications for properties located at 7847 Brookwood Road. Mayor Sanders, “Let the record reflect no one was present to comment for or against”. Mayor Sanders closed the Public Hearing. Councilor Cochran offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 7847 Brookwood Road from Jefferson County R1 to City of Pinson RR (Rural Residential). Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2016-30. Mayor Sanders announced the Planning Commission will hold a Work Session on October 25, 2016, to review the Master Plan. Old Business: Mr. Black explained the Through Road Agreement with Jefferson County and what it would mean for the City of Pinson which will be considered at a later meeting. Mayor Sanders suspended rules to allow Roald Hazelhoff, Birmingham Southern, to speak to council about an upcoming project at Turkey Creek Nature Preserve. Mr. Hazelhoff presented council with information and pictures regarding a proposed Turkey Creek Nature Preserve Conference Center. Mr. Hazelhoff this project is being funded through grants and donations and asked that the City of Pinson contribute $25,000.00 toward the project. Mayor Sanders reinstated rules. Councilor Churchwell offered a motion to pledge the money subject to the legal documentation to be entered into at a later time. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." New Business: Mayor Sanders stated, “Let the record reflect the 2016/2017 Education Committee has been appointed”. Councilor Cochran offered a motion to release the remainder of the base allocations to the schools. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders stated a Thank you letter from the Choral Department has been received regarding the risers. Councilor Cochran offered a motion approving a request from the Special needs Department at PVHS for transportation funding, at a cost of $950.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders suspended rules to allow Chief Donnie West, Center Point Fire District to speak to the need for a training facility in our area. After Chief West presentation council agreed this is a great opportunity for our area and stated they will continue to discuss ways the City can help. Councilor Churchwell offered a motion to approve expenses of council members that are interested in attending the NLC Conference in Pittsburg, PA, in November. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Asked if there had been any changes to the 99 year lease with PHCC. Mayor Sanders stated, “No.” Shea Grant, Candidate District Civil Court Small Claims, Place 5. Ms. Grant introduced herself and asked for support on Election Day. James Hyche, 5900 block of Miles Spring Road. Thanked council for approving funds for the Special needs department. Asked if a electric mobility scooter can tour the Insantarium. Mayor Sanders replied, “It is my understanding those devices have been able to make it through.” Councilor Cochran moved to adjourn.
