Council Minutes October 20, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, October 20, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anje May, Acting City Clerk. Roll Call: Anje May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $42,342.44; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders stated that Borland and Benefield has begun to work on our yearly audit. Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5641 Miles Spring Road. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2016-31. Enhancements: Councilor McCain announced the Veterans Luncheon will be November 11 at 11:30 a.m. at the Rock School Center. Councilor McCain stated the menu would be pork tenderloin, chicken tenders, corn casserole, broccoli, banana pudding and sock-it-to-me cake. Councilor McCain also stated that Steel City Jugs will be the entertainment. Mayor’s Report: Mayor Sanders offered a first reading of the City of Pinson parks and recreation policies and procedures for Pinson Youth Sports. Mike Sullivan, Park Director, explained to council the parks and recreation policies and procedures. Councilor Tanner offered a resolution to modify the pay range of the parks assistant to $15-20. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-50. Mayor Sanders stated we are in a stage 3 drought and can only have one hour of irrigation per week. Mayor Sanders stated that we are under a no burn policy statewide from the State Forestry. Mayor Sanders announced the city closed on 3 tracts of property and he will start getting quotes for fencing for the left side of the park that will match what is on the right side. Old Business: Mayor Sanders stated that the draft from Skipper Consulting for the speed devices was ready for council to look over. New Business: Councilor Churchwell made a motion to change the council meeting from November 17 to November 21 due to council being at the NLC. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders announced the inaugural / organizational meeting will be held November 7, at 6 p.m. with light refreshments. Councilor Churchwell offered a motion, regarding the upcoming NLC Convention, appointing Councilor Joy McCain as 1st Voting Delegate and Councilor John Churchwell as Alternate. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Tanner announced PVHS football will have a home game tomorrow and the school changed senior night to the following week when they play Pleasant Grove. Mayor Sanders announced many churches will have Halloween events the Wednesday and Sunday night before Halloween but Innsbrooke and a few churches will do their events on Halloween. Public Comment: Connard Branham, 4225 Cobble Stone Court, stated he thought the council looked very nice tonight in their pink shirts. Pat Wise, 4161 Main Street, announced the senior citizen day is next Tuesday, October 25, and this month only will be at Bicentennial Park from 10-12 a.m. She also stated that next month they will be back at Pinson Community Center. Mrs. Wise invited everyone to Turkey Creek Sunday, October 30 from 5:30-8:30 p.m., for a walk to the creek and tell ghost stories. Pam Johnson, 9656 Silly Dean Road, stated she would love to see the city put a committee together to plan homecoming for all the schools so that it will be the same week. Councilor Cochran moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
