Council Minutes November 3, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, November 3, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the October 6, 2016, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the October 6, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $94,477.17; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned the largest bills are, Jefferson County Sheriff’s Office $21,000.00; and General Insurance Premium $34,000.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain announced the Veterans Luncheon will be November 11 at 11:30 a.m. at the Rock School Center. Councilor McCain also stated that Steel City Jugs will be the entertainment. Councilor McCain asked council if it would be ok if Santa attended the Christmas tree lighting as well and sell some small items. Mayor and council stated it is fine with them as long as he purchases a temporary business license. Mayor’s Report: Mayor Sanders thanked the County for paving 5 gravel roads in our city, reminding everyone that the roads that were in the original incorporation remain the counties responsibility. Mayor Sanders suspended rules. April Wallace, Library Director, gave a report on data & statistics stating this is the second year the library is #10 in circulation in the County. Mayor Sanders reinstated rules. Mayor Sanders stated the only feedback the architect received regarding the Rock School Roof Phase 1 was Metal Roofing companies did not want to do the flat roof or the painting. Mayor Sanders added the architect will divide the bid into 4 packages for more specialized work. Old Business: None. New Business: Councilor Tanner offered a resolution authorizing the Mayor to accept and execute tax deeds for certain real property, at a cost of $100.00 each. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-51. Councilor Cochran offered a resolution authorizing the Mayor to enter into an amendment to the contract for enhanced law enforcement services between the City of Pinson and the Sheriff of Jefferson County. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-52. Councilor Roberts offered a resolution authorizing and directing the Mayor to execute a license agreement on real property, regarding Church of God of Prophecy property. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-54. Councilor Tanner offered a resolution in recognition of Councilor Joe Cochran and his years of service. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Cochran stated he appreciated the recognition adding that the past 12 ½ years had been some of the best times for him and even though he was not elected he will still be here helping in the community. Councilor Cochran stated he was proud and honored. Councilor Churchwell stated he appreciated everything Councilor Cochran has done and has enjoyed working with him over the last 12 years, adding he will be missed. Councilor Roberts stated he enjoyed working with Councilor Cochran and felt he was a key part to a great team. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Cochran- abstain; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-53. Mayor Sanders reminded everyone of the inaugural / organizational meeting will to be held November 7, at 6 p.m. with light refreshments. Public Comment: James Hyche, 5900 block of miles spring road. Asked Mayor Sanders if Deputy Tipton had spoken to him about the red curb ordinance? Mayor Sanders stated he was not at liberty to discuss that. Mr. Hyche asked that council extend the same courtesy to handicap patrons as they do to delivery trucks. Mayor Sanders stated there are several cases in litigation regarding this. Councilor Roberts asked if the red curb was the same as the no parking fire lane, Mayor Sanders responded, yes. Mayor Sanders added there are handicap places provided by the shopping center that are not in the fire lane. Bill Dooley, 8211 Brookwood Road. Asked if Brookwood Road could be paved. Mayor Sanders stated we would need to inquire to see if Brookwood Road is on the schedule. Charles Yeager, TCNP Resident Manager. Extended his appreciation to Councilor Cochran for everything he has done for TCNP and the community and also presented Councilor Cochran with a Vermillion Darter plaque. Councilor Cochran moved to adjourn. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
