Council Minutes November 7, 2016 – 7:00 p.m. Organizational Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Monday, November 7, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain New Business: Councilor Churchwell offered a resolution appointing the City Attorney, E. Shane Black with Hand Arendall. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-55. Councilor McCain offered an ordinance establishing the order of procedure in all instances for the City Council of the City of Pinson, Alabama; establishing the schedule of such meetings; administering of oaths; and related items. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts offered changes as follows; Strike Section 12; Add Section 25 unanimous consent on amounts in excess of $15,000.00. Friendly amendment accepted by both Councilor McCain and councilor Tanner. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2016-32. Councilor Tanner offered a resolution electing Robbie Roberts as Mayor Pro Tempore for a period of 2 years. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- abstain; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-56. Councilor Tanner offered a resolution ratifying existing depositories and providing for related financial management items. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-57. Councilor Roberts offered a resolution appointing Marie Turner as City Clerk/Treasurer. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as Resolution 16-58. Councilor Tanner moved to adjourn. Councilor Churchwell duly seconded the motion.
