Council Minutes December 1, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, December 1, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Pat Wise, Acting City Clerk. Roll Call: Pat Wise, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $25,924.80 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Public Safety: Mayor Sanders stated during the week we were weather aware, we had councilors and employees on standby but we did not have a great deal of damage. Only a few limbs or a tree down. Enhancements: Councilor McCain nominated Mike Allen, Manager of Food Giant as the Grand Marshall for Pinson’s Christmas Parade. Councilor Tanner duly seconded the motion. Councilor McCain stated the tree lighting would be Friday night at the Bicentennial Park at 7:00. Council will provide the usual hot chocolate and cookies. Mayor Sanders informed councilors to be there at 6:00. Mayor Sanders stated getting back to the Grand Marshall, we nominate someone from the community who has exemplified service for Pinson. Mayor Sanders, all opposed “no” all in favor “aye” Mike is unanimously selected. Mayor Sanders will make sure the dance groups do not stop parade to perform. All groups should submit an application to be a part of the parade. Mayor’s Report: Mayor Sanders stated we had a great kick off meeting at the high school with the Education Committee in the new HVAC lab. Carrier and technical education is coming back to the school. Mayor Sanders stated per council’s prior approval, we distributed what was left of the yearly school allocation. Mayor Sanders discussed Comp time for the park director and park personnel adding, we are hiring an Assistant Director. Council discussed Comp time VS overtime for staff. Mr. Sullivan the Park director stated in previous park positions he has always been on Salary with comp time. Councilor Galamore ask Mr. Sullivan how will you he keep up with the employee’s time. Mr. Sullivan stated they are responsible for keeping a time sheet. Mr. Sullivan added, he keeps his time on excel spread sheet and sends it to Marie the City Clerk when he uses it. Mayor Sanders will get with Mr. Black the city attorney and get more information and have it in the next council packet. Councilor Galamore stated she would like to get quotes to have a city seal made and installed on the wall behind chamber desk. Councilor Galamore stated she felt longer hours at city hall would better serve the public. Mayor Sanders stated he will consult with staff and report back at next meeting. Mayor Sanders stated Marie and Anje are at a Clerks conference this week. Mayor Sanders added Marie has been elected to serve as the State President for the Clerks Association for next year. Mayor Sanders stated this is a honor not only for her, but for us, adding this is an esteemed honor that your peers would select you to be in that position. Mayor Sanders announced that we would explore fleet management documentation beginning in 2017. Pat Wise our part time Administration Assistant managed vehicles for the Health Department before retirement. Pat volunteered to implement a size appropriate form that she can create to use for our fleet. Mayor Sanders stated there is a Beaver Dam in the creek by Shell on Pinson Blvd. Mayor Sanders requested Eric Winfrey, Public Works employee to look into cleaning out brush in the creek. Mayor Sanders stated he and Mr. Winfrey will begin looking at mowers for the purpose of cutting some of the shoulders of the roads. Old Business: None New Business: None Public Comment: Pete Chandler, 4450 Silver Lake Road. Mr. Chandler ask Mayor Sanders how we can stop non-citizens from complaining to the city on “what is wrong with Pinson”. Mayor Sanders stated public comment is just that. There are cities that put in controls if you continue trouble such as some city’s require you call and get on the public comment agenda and some have repeat speakers, speak about something different. Mayor Sanders added there are things we could do if we continue to have difficulty, adding this is why we have Deputy Sutton at our meetings. Jackie Crayton, 5060 Briarwood Circle. Ms. Crayton had spoken to Park Director Mike Sullivan about having a wedding at the Bicentennial Park on Saturday evening May 13th. Ms. Crayton indicated there would be about 100 guest. She said there would be minimum decorations with the reception being off site. Mayor Sanders and council discussed and instructed Mr. Sullivan to charge Ms. Crayton the price of the outside open air area and the party room. Mayor Sanders informed everyone City Fest would be April 29th, 2017. Mayor requested Mr. Sullivan to block off April 28th and 29th at the park for set up and cleaning. Mayor Sanders announced Severe weather day make up will be May 13, 2017. Mayor Sanders stated he and Mr. Sullivan will get together and discuss the hours of operation for the Splash Pad for next summer. Barry Wilson, PHCC Director. Mr. Wilson stated there had been a wedding in the courtyard that was beautiful and it went very well. Councilor Tanner moved to adjourn. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
