Council Minutes December 15, 2016 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, December 15, 2016. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the November 21, 2016, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor McCain made a motion to accept the minutes as written of the November 21, 2016, meeting. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect both motions passed unanimously." Councilor Roberts offered a motion to waive the reading of the December 1, 2016, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Tanner made a motion to accept the minutes as written of the December 1, 2016, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $84,985.38 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated a portion of the bills are; $27,000.00 General Obligation Warrant; and $21,000.00 Jefferson County Sheriff’s Department for our Contract Deputies. Mayor Sanders called for any further discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain mentioned there were over 1500 people in attendance of our Christmas tree lighting at Bicentennial Park. Mayor’s Report: Mayor Sanders reminded everyone of the State at Large Fireworks Law. Mayor Sanders stated City Hall hours will change after January 1, 2017, to 8:30-4:30. Mayor Sanders mentioned O’Reilly’s Auto Parts is planning a soft opening on January 17, 2017 with a Grand Opening 30 days later. Mayor Sanders announced that April Wallace, Library Director will be leaving the Library to accept another job. Mayor Sanders expressed his thanks to April for all her hard work in getting the Library up and running. Old Business: Mayor and Council discussed the possibility of placing Park and Seasonal staff on Salary. New Business: Councilor Roberts presented a video to council regarding See/Click/Fix an explained how this could help our citizens report areas of concern in our community. Councilor Roberts offered a resolution to establish the creation of an internet based communications platform, at a cost not to exceed $5,000.00/year. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 16-61. Mayor Sanders suspended rules and introduced Charlie Polmetier, Borland Benefield, to give the recent audit report. Mr. Polmetier stated that the city had a great year financially and pointed out that the city has 8 months of operating reserves for a year. Mr. Polmetier added this is very good adding that a large city normally has only 3 – 4 months or less operating reserves for a year. Mayor Sanders reinstated rules. Councilor Roberts offered a motion to accept the audit as presented. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Mayor Sanders “Let the record reflect the motion passed unanimously”. Public Comment: Bill Dooley asked if the new See/Click/Fix App would allow reporting people parked in a No Parking area. Mayor Sanders stated it is for road or street maintenance reporting. Councilor Tanner offered a motion to enter executive session to discuss real estate and litigation. Councilor McCain duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Roberts moved to adjourn. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
