January 5, 2017 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Thursday, January 5, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge
of Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:

Councilor Tanner
Councilor Galamore
Councilor Roberts
Councilor Churchwell
Councilor McCain
Committee Chair Comments:
Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of
$51,206.37 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion
passed unanimously."
Public Safety: Mayor Sanders stated we are prepared for the possibility of winter weather that
is forecast for tomorrow. Mayor Sanders added we have sand and chains for our vehicles.
Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the
corporate limits of the city of Pinson, Alabama, located at 3119 Sleepy Hollow Drive. Councilor
Galamore duly seconded the motion. Mayor Sanders called for unanimous consent to consider.

Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
a roll call vote with the following results:

Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-1.
Mayor’s Report: Mayor Sanders reappointed Chris Esquire to the Planning and Zoning
Commission.
Mayor Sanders opened a Public Hearing regarding properties located at 3220 & 3208 Sweeney
Hollow Road; 5641 Miles Spring Road; 5878 Pendleton Circle.
Mr. and Mrs. Paul Tillman, 5640 Miles Spring Road, asked how this would affect their property.
Mayor Sanders explained, it would not affect their property at all because their property is not
within our incorporated city limits.
Mayor Sanders closed the Public Hearing.
Councilor Roberts offered an ordinance changing the zoning classification of real estate located
in the city of Pinson, Alabama, 3220 Sweeney Hollow Road, from Jefferson County R1 to City
of Pinson NC. Councilor Tanner duly seconded the motion. Mayor Sanders called for
unanimous consent to consider.

Councilor Churchwell-yes; Councilor McCain-yes.

Councilor McCain offered an ordinance changing the zoning classification of real estate located
in the city of Pinson, Alabama, 3314 Sweeney Hollow Road, 4165 Pinson Boulevard, and 3208
Old Sweeney Hollow Road from Jefferson County INST-1 to City of Pinson CI. Councilor
Churchwell duly seconded the motion. Mayor Sanders called for unanimous consent to consider.

in the City of Pinson, Alabama, 5641 Miles Spring Road, from Jefferson County A-1 to City of
Pinson AG. Councilor Tanner duly seconded the motion. Mayor Sanders called for unanimous
consent to consider.

Councilor Roberts offered an ordinance changing the zoning classification of real estate located
in the city of Pinson, Alabama, 5878 Pendleton Circle and 5856 Willow Ridge Road, from
Jefferson County R-2 to City of Pinson RM. Councilor Tanner duly seconded the motion.
Mayor Sanders called for unanimous consent to consider.

Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-5.
Mayor Sanders mentioned we have the Declaration on abatement cost for 4169 Powell Avenue,
$11,691.24. Mayor Sanders added we will have the public hearing at the next meeting.
Mayor Sanders offered a first reading on a resolution to establish the position of mowing crew
leader assistant.
Mayor Sanders suspended rules.
Eric Winfrey, Mowing Crew Leader stated he would like to see the mowing crew take on the
rights of way from Winn Dixie to Bicentennial Park and in order to do this the city will need to
purchase a rear discharge mower. Mr. Winfrey stated taking on this additional mowing will only
add 2 hours of work per week. After some additional discussion from council, Mayor Sanders
reinstated rules.
Councilor Roberts offered a motion to purchase a rear discharge mower from Argo Equipment in
the amount of $8,799.20. Councilor Tanner duly seconded the motion. Mayor Sanders called
for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”,
all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously.
Old Business: Mayor Sanders suspended rules.
Mike Sullivan, Park and Recreation Director explained to council the need for the field extension
for field #2 at the Pinson Valley Youth Complex.
Mayor Sanders reinstated rules.
Councilor Tanner offered a resolution authorizing and directing the Mayor to advertise for
proposals for a public works project consisting of a field extension for field #2 at the Pinson
Youth Sports Complex. Councilor Roberts duly seconded the motion. Mayor Sanders called for
any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the
following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes;
Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as Resolution 17-1.
Mayor Sanders discussed window installation on the 2nd floor at PYSC, adding we will discuss
further at the next meeting.
Councilor Galamore presented pricing and pictures of a City Seal sign for Council Chambers.
After some discussion, Councilor Galamore will seek additional info and pictures and report at
the next meeting.
New Business: Councilor Churchwell offered a resolution appointing members to the Zoning
Board of Adjustments of the City of Pinson, Alabama, Frank Campbell and Duane Leard were
appointed with terms expiring December 31, 2019. Councilor McCain duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for a roll call vote with the following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes;
Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as Resolution 17-2.
Councilor Churchwell offered a motion to approve expenses for Mayor and Council that would
like to attend the NLC Annual Meeting in Washington, D.C., March 11-15, 2017. Councilor
Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no
discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor
Sanders, “Let the record reflect the motion passed unanimously.
Public Comment: Joe Cochran, 4951 Sycamore Lane. Mr. Cochran reported the snow is now
being expected around 9 P.m. rather than 6 P.m.
Councilor McCain offered a motion to enter executive session to discuss real estate. Councilor
Tanner duly seconded the motion.
Mayor Sanders, I provide certification in regard to real estate it would be detrimental if items
were discussed in open forum.
Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the
record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene
other than to adjourn.
Mayor Sanders called council out of executive session.
Councilor Churchwell moved to adjourn. Councilor Galamore duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
