Council Minutes February 2, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, February 2, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the January 19, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Tanner made a motion to accept the minutes as written of the January 19, 2017, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comments: Coach Patrick Nix, the newly appointed Football Coach at Pinson Valley High School, spoke to council stating he is excited to be at PVHS and looking forward to working with council and the community. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $44,723.28 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated half of the total bill amount is to Jefferson County Sheriff’s Office for $21,000.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders mentioned the city has received approximately $305,000.00 in franchise fees at this time. Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5196 Clay Palmerdale Road. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-7. Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 3828 Venus Avenue. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-8. Mayor’s Report: Mayor Sanders reported VC3 is actively working on our internet transition. Old Business: Councilor Galamore offered a motion approving the purchase of a HDU Density Wood City Seal for Council Chambers in the amount of $717.00 + $60.00 shipping and handling. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." New Business: Councilor Tanner offered a resolution clarifying RSA benefits. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-6. Councilor Roberts offered a motion authorizing the repair of guardrail, at a cost of $4,200.00, and authorizing measures to collect costs. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-7. Councilor Tanner mentioned the PVHS Girls’ Softball Team will have a Pancake Breakfast February 11, 2017, from 8 a.m. – 10 a.m. at PHCC. Councilor Tanner added the PVHS Baseball Team will hold an Alumni Game on February 11, 2017, beginning at 12:30 p.m. Admission is $2.00 and portion of the proceeds go to American Cancer Society. Allison Scanlan, Interim Library Director, gave the Library Report. Public Comment: Wayne Hyche, 5900 Block of Miles Spring Road. Mr. Hyche asked about the FEMA storm shelter. Mayor Sanders replied he will be meeting with FEMA to confirm details and will report back at a later time. Councilor Tanner offered a motion to enter executive session to discuss Real Estate and Litigation. Councilor Roberts duly seconded the motion. Attorney Black, I provide certification in regard to Litigation it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
