Council Minutes February 16, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, February 16, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Pat Wise was appointed acting clerk. Roll call of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor McCain Absent: Councilor Roberts Minutes: Councilor Churchwell offered a motion to waive the reading of the February 2, 2017, minutes. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Galamore made a motion to accept the minutes as written of the February 2, 2017, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Mayor Sanders suspended the rules. Pre-meeting comments: Ronnie Dixon gave council the 2016 Butterbean Festival budget. Mr. Dixon presented Joe Cochran with a $3,500.00 check for the Education Foundation Fund. Mr. Dixon stated the Burger King will be open by the 2017 ABBF, and the location for car show, music stage, etc. will be addressed later. . Mayor Sanders reinstated the rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $28,352.45 a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders stated the city received a Road and Bridge Tax check from the county for $44,000.00. Mayor Sanders stated the Capitol Oil and Gas check will be in office mid-April. Annexations: Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at Oakley Townhomes 3803 Osage Lane, lots 15 & 16. Councilor Tanner duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-9. Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5317 Pinson Ridge, lot 9. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-10. Enhancements: Councilor McCain stated Celebrating Pinson will be Saturday, April 29 from 10:00 until 2:00 at The Bicentennial Park. Councilor McCain stated there will be several food trucks this year. Councilor Tanner stated she would request the varsity football players to assist with the parking like last year. Council also discussed plans for movies in the park. Mayor’s Report: Mayor called on Mike Sullivan, Park Director to introduce the new Park Assistant, Matthew (Matt) Nixon. Mr. Sullivan stated Matt has 15 years’ experience and he will be stationed at PYSC. Mr. Sullivan stated basketball is winding down and baseball and softball registration is ongoing. Mr. Sullivan stated the numbers are a little low at this time. Mr. Sullivan stated Church One-Eighty donated $1,500.00 to the city for spring sports. Mr. Sullivan suggested several changes which included: extending the hours of the splash pad by 2 hours each day. Tuesday–Saturday, 10:00 a.m.- 8:00 p.m., Sunday, 1:00 p.m.- 7:00 p.m.; hiring 7 safety guards with 2 working shifts; fee schedule as $1.00 for Pinson residents, $2.00 for Police Jurisdiction, and $4.00 for non-residents. Adults supervising their children in the splash pad must sign a waiver to enter the splash pad but will not be charged a fee. Councilor Tanner suggested adding benches in the splash pad area for additional seating for parents and also suggested making signage changes regarding no food or drinks in the splash pad area. Mayor Sanders stated he will look into new signs to purchase. Councilor Tanner and Galamore would like to see one more feature added to the splash pad for the smaller children. Councilor Galamore made a motion to authorize the changes as suggested for the splash pad. Councilor Tanner duly seconded the motion. Mayor Sanders ask for any other discussion. As there was no discussion, Mayor Sanders called for all opposed to say “no” all in favor say “aye.” “Let the record reflect the motion passed unanimously.” Old Business: Councilor McCain made a motion to accept a resolution authorizing the Mayor to accept a proposal for a roofing project at Pinson Community Center, from Smith Roofing in the amount of $18,900.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote, on the main resolution. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-8. Mayor Sanders offered a first reading to accept the bid for the extension of field #2 at PYSC. Mayor Sanders stated there were two quotes from Clements Dean and RTS; Clements Dean withdrew therefore RTS is awarded the bid. Mayor Sanders stated we will continue to consider what is best for PSYC. New Business: Councilor Galamore stated PVHS Basketball Teams are in playoffs, as well as ten wrestlers in semifinals. Councilor Galamore stated Soccer started today. Councilor Tanner stated baseball and softball start next week. Public Comment: Mayor Sanders announced that National Night Out will be Tuesday, August 1, 2017 and Innsbrooke will be hosting. Councilor Tanner, made a motion to adjourn, Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say ”no”, all in favor say “aye”. Motion carried.
