Council Minutes March 2, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, March 2, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Galamore Minutes: Councilor Roberts offered a motion to waive the reading of the February 16, 2017, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the February 16, 2017, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $60,957.50 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned some of the large bills were $21,000.00 Jefferson County Sheriff’s Office and $11,625.00 Gameday Athletic Surfaces. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Annexations: Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 4005 Leigh Lane & 321 St. John Road NW. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-11. Enhancements: Councilor McCain reminded everyone about Movies in the Park which will be held on Friday’s in May. Councilor McCain stated she will check with Mike Sullivan, Park Director for the dates for the movies. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding 5581 Melissa Dr., and Changes to the Zoning Ordinance. Mayor Sanders stated, No one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor McCain offered an ordinance changing the zoning classification of real estate located in the city of Pinson, Alabama, 5581 Melissa Drive, from Jefferson County R1 to City of Pinson RM. Councilor Tanner duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-12. Councilor McCain offered an ordinance adopting changes to the Zoning Ordinance of the City of Pinson, Alabama. Councilor Tanner duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-13. Old Business: Councilor Tanner offered a motion to accept a quote for fencing at Bicentennial Park from Allsteel Fence in the amount of $7,634.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell asked if we could get comps to do the work on the other fence from the gate not attached to the pillars. Mayor Sanders stated we can ask them to check on this. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a motion to accept a quote for a new splash pad feature, Jeremiah Bullfrog, in the amount of $7,740.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders call for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Roberts offered a resolution accepting said bids received on the 23rd day of February, 2017, for a tractor with attachments and authorizing the Mayor to contract with the lowest most responsible bidder, received from AG Pro-Snead AG, in the amount of $57,313.29. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-9. Councilor McCain offered a resolution authorizing and directing the Mayor to accept a proposal for public works project consisting of a field extension for field #2 at the Pinson Youth Sports Complex, from RTS Construction in the amount of $48,761.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After some discussion Mayor Sanders called for roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-10. New Business: Councilor Galamore stated PVHS Basketball Teams are in playoffs, as well as ten wrestlers in semifinals. Councilor Galamore stated Soccer started today. Councilor Tanner stated baseball and softball start next week. Public Comment: Mayor Sanders announced that National Night Out will be Tuesday, August 1, 2017 and Innsbrooke will be hosting. Councilor Tanner, made a motion to adjourn, Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say ”no”, all in favor say “aye”. Motion carried.
