Council Minutes March 23, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, March 23, 2017. Mayor Sanders led the invocation. Councilor McCain led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor McCain Absent: Councilor Roberts Minutes: Councilor Churchwell offered a motion to waive the reading of the March 3, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor McCain made a motion to accept the minutes as written of the March 3, 2017, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting Comment: Special presentation PYSC 12U Girls Basketball. Councilor McCain offered a resolution recognizing the 2016-17 Pinson Youth Sports League 12U Girls Basketball team for placing second in the ARPA State Basketball Tournament, in Gadsden, AL, on March 10-12, 2017. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-17. Special request Center Point Fire District. Chris Horn, Center Point Fire District made a request on behalf of the Center Point Fire District for funding for a Clean Room, at a cost of approximately $15,000.00. Horn explained the Clean Room would be used to store firemen’s Turn Out gear after cleaning, adding that studies have found that after a fire incident there are cancer causing agents on the Turn Out gear that are hazardous to the firemen. Horn stated the cost is approximately $15,000.00 and all the labor will be done by the firemen. Horn added his request is in addition to the yearly appropriation the City allows the Fire Department and asked that everything be billed to and paid by the City. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $64,992.71 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned some of the large bills were $15,000.00 Regions with $13,000.00 of that total were expenses for the Council trip to the National League of Cities Conference in Washington, D.C.; $16,000.00 Clay Pinson Chamber of Commerce which includes $10,000.00 for the Alabama Butterbean Festival; and $8,000.00 Encompass, fee payment for Storm Shelter. Annexations: Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 6759 Ridgewood Drive. Councilor Galamore duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-14. Education: Mayor Sanders announced the Education meeting will be held April 10, 2017, at Pinson Elementary School beginning at 6:00 p.m. Councilor Tanner mentioned the PVHS Girls Softball Tournament will be held March 24-25, 2017 beginning at 5:00 p.m. on the 24th and 9:00 a.m. on the 25th. Enhancements: Councilor McCain reminded everyone about Movies in the Park which will be held on Friday’s in May. Councilor McCain stated she will check with Mike Sullivan, Park Director for the dates for the movies. Mayor’s Report: Mayor Sanders presented a draft of The City of Pinson Parks and Recreation Policies and Procedures regarding PYSC for first reading. Old Business: Councilor Galamore offered a resolution of the City Council of Pinson, Alabama, approving the contract for the execution and installation of a first responder saferoom, regarding the FEMA storm shelter grant. Councilor McCain duly seconded the motion. Mayor Sanders stated the total cost for the storm shelter is $170,182.00 of which FEMA grant will provide $127,000.00 and the City of Pinson will pay $42,545.00. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-18. Councilor Galamore offered a resolution authorizing the Mayor to accept a proposal for a roofing project at the Rock School Center, regarding the shingled portion of the Rock School Center roof, low bidder GKL Companies, $179,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell asked for an estimate of completion. Mayor Sanders stated 60 days. After some additional discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-19. New Business: Councilor McCain offered a resolution accepting said bids received on the 21st day of March, 2017, for mowing and cleaning of medians and authorizing the Mayor to contract with the lowest most responsible bidder, received from Presley Lawn Care, in the amount of $750.00/weekly. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-20. Councilor McCain offered a resolution appointing a replacement Supernumerary member to the Zoning Board of Adjustments of the City of Pinson, Alabama, appointing Joey LeMaster. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion Mayor Sanders called for roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-21. Councilor Churchwell offered a motion approving funds for the Center Point Fire District for a Clean Room in the amount of $15,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner stated that she and Councilor Churchwell had attended the PYSC Baseball Coach meeting and a request was made that the city add more Handicap Parking, possibly 4 more spots on level ground. Councilor Tanner added the parking lot needs re-striping. Public Comment: Wayne Hyche, 5900 Block of Miles Spring Road. The storm shelter is for people within a ½ mile only? Mayor Sanders stated it is basically for immediate need and first responders and is not limited to those within ½ mile. Councilor Tanner asked for clarification, the first responders are not required to live within ½ mile of the storm shelter, correct? Mayor Sanders responded, No, it is for all first responders and residents as well. Councilor Churchwell, offered a motion to adjourn, Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say ”no”, all in favor say “aye”. Motion carried.
