Council Minutes April 7, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, April 7, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the March 23, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the March 23, 2017, meeting. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $58,727.85 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye”. Education: Mayor Sanders announced the Education meeting will be held April 10, 2017, at Pinson Elementary School beginning at 6:00 p.m. Councilor Tanner mentioned the PVHS Girls Softball Tournament went very well. Councilor Galamore reported the PVHS Boys and Girls Soccer Tournament will be April 7, 2017, 2:30 p.m.-7:45 p.m. and April 8, 2017, 8:00 a.m.-7:30 p.m. Enhancements: Mayor Sanders announced CityFest will be held at Bicentennial Park, April 29, 2017, 10:00 a.m.-3:00 p.m. Mayor Sanders mentioned the City will host a Shred-a-thon on April 8, 2017, 9:00 a.m.-12:00 p.m. at City Hall. Mayor Sanders announced the Farmers Market will begin on Friday, April 14, 2017, 2:00 p.m.- 6:00 p.m. in the Rock School Center parking lot. Mayor’s Report: Mayor Sanders presented a draft of The City of Pinson Parks and Recreation Policies and Procedures regarding PYSC for second reading. Councilor Tanner offered a motion authorizing expenses for officials choosing to attend the Alabama League of Municipalities Convention to be held in Birmingham, AL May 20-23, 2017. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Tanner offered a motion electing Delegates for the Alabama League of Municipalities Convention as follows; Mayor Sanders-Voting Delegate; Councilor Roberts-First Alternate; Councilor Churchwell-Second Alternate. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts offered a motion to approving the demolition of a City owned abandoned house on Tapawingo Road, at a cost of $4,200.00. councilor Tanner duly seconded the motion. Mayor Sanders" Let the record reflect both motions passed unanimously." Councilor Roberts offered a motion approving fence installation at Bicentennial Park at a cost of $5,680.00. Mayor Sanders" Let the record reflect the motion passed unanimously." Councilor Tanner offered a motion approving paving at Bicentennial Park in the amount of $26,250.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Mayor Sanders suspended rules. Eric Winfrey, Mowing Crew Leader, gave a report on the startup of the mowing season. Allison Scanlan, Library Director, gave the Library report. Mayor Sanders reinstated rules. Old Business: Councilor Galamore offered an ordinance of the City of Pinson, Alabama, to exempt certain “Covered Items” from the municipal sales and use tax, as authorized by §40-23- 213 of the Code of Alabama, generally referred to as the state sales tax holiday legislation, July 21-23, 2017. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance2017-15. Councilor Roberts offered a resolution accepting said bids received on the 30th day of March, 2017, for Debris Removal Services and authorizing the Mayor to contract with the lowest, most responsible bid received, Call-A-Haul. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-22. New Business: Councilor Roberts offered a resolution accepting the dedication of streets within Waverly Subdivision. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-abstain; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-23. Councilor Roberts offered a resolution authorizing the Mayor to accept a proposal for paving of Waverly Subdivision. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion Mayor Sanders called for roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-abstain; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-24 Councilor Churchwell offered a motion authorizing expenses for officials choosing to attend the national League of Cities Convention to be held in Charlotte, N.C., November 15-18, 2017. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Darterfest April 9, 2017, 2:00 p.m.-6:00 p.m. at make Bham; April 29, 2017, Ruffner Mountain TCNP Plant Sale, Wine and Cheese Hick 2:00p.m.-6:00p.m. Deidra Ruff-Ruff Road. Would like council to consider another Concert in the Park and if this is approved the Ruff Pro Band would like to perform again this year. Councilor Churchwell offered a motion to enter executive session to discuss Real Estate and Litigation. Councilor Roberts duly seconded the motion. Attorney Black, I provide certification in regard to Litigation it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”.
