Council Minutes April 20, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, April 20, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anje May, Acting City Clerk. Roll Call: Anje May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $185,773.18; a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 7300 Helms Circle. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-16. Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5330 Pinson Ridge. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Education: Mayor Sanders stated the Education meeting on April 10, went well and everyone looked at the improvements that were made to the Pinson Elementary gym. Mayor Sanders also stated that all schools were looking for PTA Board members. Councilor Galamore announced the Pinson Valley High School girls soccer team placed 2nd and the boys soccer team placed 3rd in the April 7 and 8 soccer tournament. Councilor Tanner announced the Pinson Valley High School boys baseball team starts the first round of playoffs tomorrow in Decatur; the game times are 4:30 and 7:00 p.m. Councilor Tanner announced the girls softball team will play at Gardendale High School in the playoffs. Mayor’s Report: Councilor Churchwell offered an ordinance concerning Pinson Parks and Recreation, with one change on page 3 of the policies and procedure to change chairman to director and assistant director. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-18. Eric Winfrey, mowing crew leader, explained the quotes for fencing along Lane Street. Councilor Roberts made a motion to purchase fencing materials in the amount of $1479.00 to fence between gates along Lane street at Bicentennial Park. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Galamore made a motion to purchase skirting and steps for the staging from Quick Stage in the amount of $1200.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner made a motion for the Sweeping Corporation to do a one-time sweep of Highway 151 to Faucet Road on Highway 75 and Sweeney Hollow Road to Highway 151 on Highway 75 in the total of $1,790.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor McCain made a motion to purchase 12 new high efficiency LED lamp to put in the Rock School auditorium in the amount of $3000.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Old Business: Councilor Roberts offered a resolution authorizing the Mayor to execute a contract for a roofing project at the Rock School Center with one change in number two to say, the color selection to be confirmed later. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-25. New Business: Councilor Roberts offered a resolution amending the Pinson Farmer’s Market Rules and Guidelines with one change to number ten to say campus instead of market. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders- yes; Councilor Tanner- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain- yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-26. Enhancements: Councilor McCain stated Celebrating Pinson will be April 29th and there will be food vendors including kettle corn, Chick-Fil-A, pizza and shaved ice. Councilor McCain stated the committee will meet tomorrow to finalize plans and encouraged the public to attend. Mayor Sanders “Let the record reflect there was no objection on spending $4,000.00 on summer concerts at Bicentennial Park.” Public Comment: None Councilor Roberts offered a motion to enter executive session to discuss trade and commerce. Councilor McCain duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Roberts moved to adjourn.
