Council Minutes May 18, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, May 18, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the May 4, 2017, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Tanner made a motion to accept the minutes as written of the May 4, 2017, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Special Recognition, Industrial Maintenance Students, PVHS. Councilor Galamore offered resolutions recognizing the Industrial Maintenance Students of Pinson Valley High School. Councilor McCain duly seconded the resolutions offered. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolutions with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolutions pass unanimously as, Resolutions 17-28 through 17-33. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $49,253.32; a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders offered a second reading on the 2017/2018 Budget for the City of Pinson. Education: Councilor Galamore reported the PVHS Senior Picnic will be, May 19th at Bicentennial Park; Senior Awards Banquet, May 22nd at 6:00 p.m.; and Graduation, May 25th at the PVHS Football Field, 6:00 p.m., if it rains the Graduation Ceremony will be moved to May 26th at 6:00 p.m. Enhancements: Councilor McCain mentioned the movie scheduled for May 19th will be Storks. Mayor’s Report: Mayor Sanders offered a first reading of a resolution regarding employee benefits. Old Business: Mayor Sanders offered a first reading regarding Disc Golf expansion quote. Councilor Tanner offered a resolution of the City of Pinson, Alabama approving a grant contract with Jefferson County Commission in regards to the construction of a First Responder Saferoom, regarding a $5,000.00 grant from Jefferson County. Councilor Roberts duly seconded the resolution offered. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-34. New Business: Councilor McCain offered a resolution authorizing use of City Property for Blood Drive Activities. Councilor Churchwell duly seconded the resolution offered. Mayor Sanders had Attorney Black give a brief explanation for the resolution, then called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-35. Councilor Galamore asked about a possible E-Newsletter for the citizens. After council discussion, Councilor Galamore stated she would gather more information. Mayor Sanders offered a first reading of an ordinance regarding abandoned or stolen personal property. Councilor Tanner stated PVHS will host Pinson’s Got Talent, May 19th at 7 p.m. Councilor Tanner mentioned City Clerk, Marie Turner, will be representing the State of Alabama Clerk’s Association in Montreal Canada at the International Clerk’s Conference May 20-25. Public Comment: None. Councilor Roberts offered a motion to enter executive session to discuss real estate and litigation. Councilor Galamore duly seconded the motion. Attorney Black, I provide certification in regard to Litigation it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we may or may not have items to discuss when we return from executive session. Mayor Sanders called council out of executive session. Councilor McCain offered a motion authorizing the City to issue a payment to April Wallace in the gross amount of $2,172.80, as final payment and resolution as to unearned vacation pay issues. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider, with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main motion with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Councilor Galamore offered a resolution authorizing the Mayor to accept and execute Tax Deeds for certain real property, regarding 6295 Kaley Lane. Councilor Roberts duly seconded the resolution offered. Mayor Sanders called for unanimous consent to consider, with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-36. Councilor Tanner offered a resolution approving a compliance agreement concerning public facilities. Councilor Galamore duly seconded the resolution offered. Mayor Sanders called for unanimous consent to consider, with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. Councilor Churchwell expressed concern about passing the resolution without public present. Councilor Tanner expressed concern that she and another councilor would not be present at the next meeting. During brief discussion, Councilor Tanner suggested that the Mayor expand on the resolution passed at the next regular meeting. Mayor Sanders called for further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes.
